- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Termination in Cases of Foetal Abnormality: Mr. Peter Thompson, Birmingham Women's and Children's Hospital (29 Nov 2017)
Bríd Smith: I thank Dr. Thompson and I found his contribution very interesting. Following up on his last point, I think he has touched on something very important with regard to how we define what is fatal. Dr. Thompson is absolutely correct - once we are born we are all fatal. To try to put legislative structures on words and definitions can, as Dr. Thompson has recounted from his own experience,...
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Termination in Cases of Foetal Abnormality: Mr. Peter Thompson, Birmingham Women's and Children's Hospital (29 Nov 2017)
Bríd Smith: I note that a post mortem on the foetus is often recommended for medical information for future pregnancies. Sometimes the information that might result from that post mortem can be difficult for a woman to accept and absorb if there are issues about her anatomy and the possibility of conceiving and bearing to full term in a normal way. Would Mr. Thompson comment on the sort of follow-up...
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Termination in Cases of Foetal Abnormality: Mr. Peter Thompson, Birmingham Women's and Children's Hospital (29 Nov 2017)
Bríd Smith: On a point of order Chair, may I ask Senator Mullen to justify his line of questioning before he proceeds with it? Mr. Thompson was not brought here to have his own career scrutinised. He was brought here to give expert technical and medical evidence.
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Ancillary Recommendations of the Citizens' Assembly Report: Discussion (29 Nov 2017)
Bríd Smith: I thank the witnesses for attending. As regards policy, when the witnesses from the curriculum unit are designing guidelines for education for young people, such as in respect of sex and reproductive health education - the areas of particular interest for the committee - do they consider models from other countries, particularly those in Europe? Can they comment on evidence presented last...
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Ancillary Recommendations of the Citizens' Assembly Report: Discussion (29 Nov 2017)
Bríd Smith: There are ten modules in the RSE programme: belonging and integration; self-management - a sense of purpose; communications skills; physical health; friendship; relationships and sexual education; emotional health; influences and decisions; substance use and personal safety. Which of those could contain differences of ethos? Can there be a different ethos in respect of communications or...
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Ancillary Recommendations of the Citizens' Assembly Report: Discussion (29 Nov 2017)
Bríd Smith: I have a final question. Would any or all of the witnesses say that there is good sex education at primary or post-primary level in this country?
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Ancillary Recommendations of the Citizens' Assembly Report: Discussion (29 Nov 2017)
Bríd Smith: It is not specifically about sex education.
- Written Answers — Department of Finance: Film Industry Tax Reliefs (30 Nov 2017)
Bríd Smith: 30. To ask the Minister for Finance the action he will take to ensure that the film tax relief scheme is been properly administered and is not being abused by companies in relation to the use of trainees and in building a sustainable film industry here; and if he will make a statement on the matter. - Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Ancillary Recommendations of the Citizens' Assembly Report: Department of Health and the HSE (30 Nov 2017)
Bríd Smith: There is quite an army of witnesses here today to make the case. I thank them for coming in. My first question is for Dr. Holohan. He said something that made me bristle. He told us he is working with the Office of the Attorney General to explore the constitutional issues and consider framing legislation. This committee is working hard to consider the outcomes of the Citizens'...
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Ancillary Recommendations of the Citizens' Assembly Report: Department of Health and the HSE (30 Nov 2017)
Bríd Smith: To put it simply, Dr. Holohan will have a menu of different legal options that may have to apply if this committee recommends A, B, C, D, or whatever. The Citizens' Assembly made 13 recommendations and we do not know what the outcome of a referendum might be, if one were held, or indeed what the question might be.
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Ancillary Recommendations of the Citizens' Assembly Report: Department of Health and the HSE (30 Nov 2017)
Bríd Smith: Dr. Holohan is getting ready for what we might say.
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Ancillary Recommendations of the Citizens' Assembly Report: Department of Health and the HSE (30 Nov 2017)
Bríd Smith: One of the recommendations of the Citizens' Assembly in the ancillary module, which we are considering, was that obstetric services should be available to all women, regardless of location, socio-economic position etc. I found it fascinating that the British Pregnancy Advice Service was able to show us statistically that women who went from Ireland to Britain for abortions very often came...
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Ancillary Recommendations of the Citizens' Assembly Report: Department of Health and the HSE (30 Nov 2017)
Bríd Smith: There is evidence that the abortion pill is being used increasingly frequently by women in this country. It is accessed illegally and a woman is criminalised for accessing it, with a potential sentence of up to 14 years. Could Mr. Woods comment on the ranges of support that he said in his presentation are available during a crisis pregnancy and following termination? If a woman has...
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Ancillary Recommendations of the Citizens' Assembly Report: Department of Health and the HSE (30 Nov 2017)
Bríd Smith: That is reassurance from the Chief Medical Officer-----
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Ancillary Recommendations of the Citizens' Assembly Report: Department of Health and the HSE (30 Nov 2017)
Bríd Smith: ----- to all women who use the abortion pill that they should seek follow-up care without fear.
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Ancillary Recommendations of the Citizens' Assembly Report: Department of Health and the HSE (30 Nov 2017)
Bríd Smith: They will be judged not on the fact that they have committed a crime in the eyes of the law.
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Ancillary Recommendations of the Citizens' Assembly Report: Department of Health and the HSE (30 Nov 2017)
Bríd Smith: However, doctors could also be subject to that. Do I have one minute left?
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Ancillary Recommendations of the Citizens' Assembly Report: Department of Health and the HSE (30 Nov 2017)
Bríd Smith: The presentations are full of worthy aspirations. In one part the HSE admits it will need 52 new people trained in scanning throughout the 19 maternity units to provide services that would be required depending on outcomes. Over the summer, 11 beds in a mental health unit for young people in Cherry Orchard were closed because the health service could not retain the nurses because they are...
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Ancillary Recommendations of the Citizens' Assembly Report: Department of Health and the HSE (30 Nov 2017)
Bríd Smith: Mr. Woods has stated the HSE provides language services for migrants. Does it provide other obstetric services for them in direct provision centres?
- Situation in Syria: Motion [Private Members] (5 Dec 2017)
Bríd Smith: People Before Profit will support the motion calling for the lifting of sanctions on Syria. It is worth reminding ourselves that the last serious discussion we had on the question of sanctions was about the sanctions on Iraq. Within ten years, the sanctions on Iraq took the lives of 250,000 children, many dying due to the lack of simple medicines to cure things like diarrhoea and measles....
