What is the situation with those who may be currently charged with offences which may be struck down and replaced by alternative offences? Is there a transition provision in the Bill? I have been asked this by counsel actively involved in this area, so I presume it to be an important issue....

Brendan Howlin: The next amendment deals simpliciter and clearly with that net point without reliance on any extraneous matter. I ask the Minister to accept it for the sake of clarity. If the defence that the accused believed the child to be aged over 15 years were accepted, one could still be charged with the offence of the child being under 17 years.
