Caoimhghín Ó Caoláin: For clarity, is it that Dr. Shannon presented his report to the Garda Commissioner and she, in turn, forwarded to the Policing Authority, rather than being sent directly by himself? He was commissioned by the Garda Commissioner to carry out the audit.
