David Cullinane: I will ask a quick question first. Are both Mr. Jones and Ms Hegarty on the expert group?
- Joint Oireachtas Committee on Health: Ventilation and Covid-19: Discussion (19 May 2021)
David Cullinane: Yes, I am asking generally. There are two witnesses, Mr. Jones and Ms Hegarty. Are they both on the expert group?

David Cullinane: When was the last time the group met?
- Joint Oireachtas Committee on Health: Ventilation and Covid-19: Discussion (19 May 2021)
David Cullinane: I am looking at the Government website. Initially, when the expert group started to meet, the minutes and reports of the meetings were published online. There are minutes of the meetings of 2 February, 5 February and 8 February. Then it stops and no minutes or reports are published on the website. Why is that the case? I assume the group has met several times since then.
- Joint Oireachtas Committee on Health: Ventilation and Covid-19: Discussion (19 May 2021)
David Cullinane: Both witnesses raised the importance of public education, ensuring transparency and making sure the information gets out. I hear what Ms Hegarty said about the group originally reporting to NPHET but now reporting to the senior officials group that was set up to manage Covid-19. If the minutes of the meetings are not being published, we cannot see what is being discussed or what...
- Joint Oireachtas Committee on Health: Ventilation and Covid-19: Discussion (19 May 2021)
David Cullinane: I accept that. My point is broader. I am not saying it directly to this group because it is not the responsibility of the group to ensure the reports and minutes are published. I accept that minutes are taken and records are kept. However, it is important that they are made public so that we can learn from them as well. For the purposes of preparing for this meeting I logged on-----
- Joint Oireachtas Committee on Health: Ventilation and Covid-19: Discussion (19 May 2021)
David Cullinane: I am some distance from my phone now. I will repeat the point. I have no difficulty with the witnesses. I am saying that in terms of process, public education and access to information it would be better if the minutes of the meetings were published so that we could see them. For the purposes of preparing for this session, I was able to see the minutes for 2 February, 5 February and 8...
- Joint Oireachtas Committee on Health: Ventilation and Covid-19: Discussion (19 May 2021)
David Cullinane: To follow up on a question asked by the previous speaker on international evidence and best practice, where do we rate as a state or country in Europe in respect of the overall management of air quality? I know we are putting a focus on this because of Covid-19. The witnesses expressed the view that air management and air quality was a greater issue than Covid. Obviously, in a pandemic it...

- International Travel and Aviation: Statements (25 May 2021)
David Cullinane: Mandatory hotel quarantine and PCR testing are and were essential tools to prevent the importation of new and existing strains of the virus. The public health advice on both has been clear for the best part of a year. As my colleague, Deputy O'Rourke, it was something the Government came late to the table with, despite not only the public health experts in Government and those advising...

There has been a drop in cancer screening, cancer diagnosis and cancer treatment. A red flag has been raised this week by Professor Seamus O'Reilly, who stressed that delays in the identification and treatment of cancer can lead to increased...
- Health and Criminal Justice (Covid-19) (Amendment) Bill 2021 [Seanad]: Second Stage (26 May 2021)
David Cullinane: I want to move on with the debate and allow the Minister to make a contribution but I have a quick point. There was a briefing for Opposition health spokespersons on this Bill because the health committee was asked to waive pre-legislative scrutiny. In that briefing, the officials made us aware that the Department and the HSE became aware of the need for new legislation as opposed to a...
- Health and Criminal Justice (Covid-19) (Amendment) Bill 2021 [Seanad]: Second Stage (26 May 2021)
David Cullinane: At this point, I am not in a position to indicate whether Sinn Féin can support the Bill because it very much depends on whether the Minister will engage with the Opposition on amendments. The last time that similar legislation brought before both Houses of the Oireachtas, no Opposition amendments were accepted. Not only were they not accepted, most were not reached because very...
