It is very important that they come in because being honest, there is probably a lack of information as regards how the licence works and how the regulator operates. We are currently going through the process of bringing in a gambling regulator. I will be asking the Department some questions about that as well....

From my perspective, I would have thought that was the way. With regard to 98% versus 2% and “shall” versus “may”, “shall” is stronger than “may”, although I am sorry for getting into dictionary terms....
