Martin Kenny: The Bill does not seek to privatise the quota.
- Report on Island Fisheries (Heritage Licence) Bill 2017: Motion (21 Nov 2019)
Martin Kenny: It would be a community quota.
- Report on Island Fisheries (Heritage Licence) Bill 2017: Motion (21 Nov 2019)
Martin Kenny: We are not talking about privatising the quota but about ring-fencing part of it.
- Joint Oireachtas Committee on Health: Proposed Closure of Cuisle Accessible Holiday and Respite Care Resort: Discussion (21 Nov 2019)
Martin Kenny: I commend the IWA on the good work it has done over many years for thousands of people. Many questions have already been asked. Really what I am a little bit perplexed about is this change of model from a purpose-built centre with people who have skills that they have honed over many years and who have developed a service which by all account from the service users and their families is...
- Joint Oireachtas Committee on Health: Proposed Closure of Cuisle Accessible Holiday and Respite Care Resort: Discussion (21 Nov 2019)
Martin Kenny: Following on from Senator Hopkins' question, Ms Keogh said that had funding been available, we would not be in this position. If funding becomes available, can the IWA change its position?
- Joint Oireachtas Committee on Health: Proposed Closure of Cuisle Accessible Holiday and Respite Care Resort: Discussion (21 Nov 2019)
Martin Kenny: The association does not own the building.
- Joint Oireachtas Committee on Health: Proposed Closure of Cuisle Accessible Holiday and Respite Care Resort: Discussion (21 Nov 2019)
Martin Kenny: That is one of the difficulties. I understand that the people who own the building are prepared to assist in any way they can in regard to guarantees or whatever else in the future to help with being able to secure finance or assistance from whomever. In many of these cases, the State plays its part and the voluntary sector plays its part, as does everybody else. It is about getting the...
- Joint Oireachtas Committee on Health: Proposed Closure of Cuisle Accessible Holiday and Respite Care Resort: Discussion (21 Nov 2019)
Martin Kenny: I thank Ms Keogh. The other issue is that the people we deal with here, the users of the service whom the association very generously works with, are people who do not have many choices in their lives. One of the points they are making to public representatives is that it is their choice to have a special place, which Cuisle provided. That is what they want. There is a responsibility on...
- Joint Oireachtas Committee on Health: Proposed Closure of Cuisle Accessible Holiday and Respite Care Resort: Discussion (21 Nov 2019)
Martin Kenny: I will follow up on that. The association contacted Ministers or senior people in the Government. That was its choice. Did it make them aware of how serious this crisis was becoming? If any of the rest of us were in those positions and were made aware that it was going to come to this, I expect we would have ensured that we did not find ourselves in a position where the association was...
- Joint Oireachtas Committee on Health: Proposed Closure of Cuisle Accessible Holiday and Respite Care Resort: Discussion (21 Nov 2019)
Martin Kenny: How many bed nights were being provided per year?
- Joint Oireachtas Committee on Health: Proposed Closure of Cuisle Accessible Holiday and Respite Care Resort: Discussion (21 Nov 2019)
Martin Kenny: If this funding was in place and it is spread out over ten years, taking 4,000 bed nights per year it is approximately €30 per bed per night that the State would have to fund. We take it that it would be for ten years. It would be very good value and ensure that we have choice for the people who want that choice.
- An tOrd Gnó - Order of Business (26 Nov 2019)
Martin Kenny: I wish to raise the issue of mental health services, particularly in the north west. I refer to the issue of NGOs that provide counselling services. In my area there is an organisation called North West STOP. There are many other such organisations around the country and they cannot get any funding from Government at all unless they are national organisations, yet many of the national...
- Ceisteanna - Questions: Community Enhancement Programme (26 Nov 2019)
Martin Kenny: I listened carefully to the Taoiseach's remarks on the north east inner city initiative. One would think everything is working very well on the ground. He referred to several projects. For example, he stated that work is commencing on Fitzgibbon Street Garda station. How many years has hoarding been up around that station? It has taken years to get it done. When there was an effort and...

- Ceisteanna - Questions: Community Enhancement Programme (26 Nov 2019)
Martin Kenny: We see it in the media and everywhere. It sets a dangerous precedent to say that certain parts of any city have a particular problem. While they may have, the people who live there are not the problem; the problem is a scourge on these communities. We need to spell that out.
- Ceisteanna - Questions: Community Enhancement Programme (26 Nov 2019)
Martin Kenny: The latest withdrawal of HSE funding will result in the loss of community-participation projects and a successful wrap-around project that was established in recognition of the importance of community engagement in addressing issues of addiction. Core to the problem in many of these places is the high level of addiction.
- Ceisteanna - Questions: Citizens Assembly (26 Nov 2019)
Martin Kenny: Earlier this month, over 1,000 Irish citizens published an open letter calling on the Taoiseach to establish a citizens' assembly to discuss the island's shared future. The signatories noted the Government's responsibility to ensure the democratic wishes and rights of Irish citizens are respected and protected regardless of where they live on the island. The essence of the letter is a...
- Ceisteanna - Questions: Citizens Assembly (26 Nov 2019)
Martin Kenny: Why did the Deputy called for it to be collapsed?
- Ceisteanna - Questions: Garda Reform (26 Nov 2019)
Martin Kenny: As the Taoiseach knows, the establishment of the divisional protective services units is one of the reforms provided for in the Commission on the Future of Policing in Ireland report. These units were established to provide a consistent and professional approach to the investigation of sexual crime, human trafficking, child abuse and domestic abuse. Last week, the Minister for Justice and...
- Health Insurance (Amendment) Bill 2019: Second Stage (26 Nov 2019)
Martin Kenny: When it comes to the political differences between the Minister and l, they are probably most acute when it comes to private healthcare. We see legislation of this sort every year and with each year we are reminded of the body of work that progressive parties have ahead of them to address the imbalance in healthcare and remove private healthcare from public hospitals. The question of...
