Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: If we allow this SI to go through, how do we ensure compliance for those exempted developments? I am asking because we have to vote on it today.

Eoin Ó Broin: Even if it is a one-off single development, can they use the exemption clause in the 2015 Building Control (Amendment) Regulations?

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: If it is a one-off development, can they avail of the exemptions in the 2015 Building Control (Amendment) Regulations?

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: It is for self-builds or one-off houses. Is it available to them? Is the Minister sure they cannot avail of that?

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: Can we get the answers from the Department?

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: I have a growing concern about the delivery of affordable housing units. I get information on LIHAF, local infrastructure housing activation fund, the €25 million fund and the new proposal around an equity share from the Minister through parliamentary questions. How many units will be delivered and at what price for both this and next year? I am looking for an answer to those two...

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: I thought the Minister referred to the criteria for the loan scheme.

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: What about the criteria for the houses themselves?

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: The same point applies. We have suggestions in terms of the criteria and we are more than welcome to engage in that. I am disappointed only the executive summary of one of the cost of building studies was published last night. It does not give us data or the basis upon which some of the conclusions and recommendations have been made. That is materially relevant to the deadline we all...

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: I do not have a problem with them coming out on a Friday. I have a problem in that I perceived they were being buried at times when there was less media scrutiny. That is my perception of what the Minister has been doing.

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: I am sorry. The November figures were buried in the middle of the RTÉ documentary on homelessness. There was not even a press release.

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: What time did it put them out at? RTÉ did not have the figures.

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: It did not have them in the programme.

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: It is my strong view that is what the Minister has been doing.

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: I welcomed that change in strategy and I hope the Minister keeps to it.

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: I am not disputing that. All I am asking the Minister to do is to separate the long-term voids from the expensive re-lets because they are two different categories, and I believe it is an important distinction. It is very simple request.

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: I am suggesting the Minister would fund them exactly the same as is done now but that he would record them differently so we know what they are. I do not want to call it deception but I think this gives the wrong impression of what these units are. I accept there are standard turnarounds that are more expensive than the norm but that is a completely different category from a long-term...

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: The Minister can claim the credit for that, and that is fine. I am just asking that he reports it accurately.

Eoin Ó Broin: I do not accept that.

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (25 Jan 2018)

Eoin Ó Broin: I do not accept that. There are two different categories. One is long-term voids that were out of stock for a long period and, because the Department was bringing them back in, it can legitimately count them as an addition to stock. There is another category where, for example, at the start of 2017 a property had a lifetime tenant and that tenant then moved out. The Minister is correct...
