National Climate Change Strategy. (8 Nov 2006)

Emmet Stagg: Fluoride.

Housing Grants. (8 Nov 2006)

Emmet Stagg: Question 7: To ask the Minister for the Environment, Heritage and Local Government the number of elderly people and people in receipt of social welfare estimated to be living in homes with above average levels of radon; if he will reconsider his refusal to introduce a scheme of grants to assist in remediation works to the homes of elderly people and those in receipt of social welfare; and...

Housing Grants. (8 Nov 2006)

Emmet Stagg: I thank the Minister for his reply. The contradictory advice coming from the Department of the Environment, Heritage and Local Government never ceases to amaze me. One section of the Department advises householders to insulate their houses to keep the heat in and the Minister has told us to open the windows to let the radon gas out.

Housing Grants. (8 Nov 2006)

Emmet Stagg: I am not sure which advice one should take. Is it better to be warm and dead or cold and alive? Some 91,000 homes have death-dealing levels of radon gas. Some 300 people die from the effects of radon gas, based on the RPII figures. I was involved directly with that agency in the first stages of having the surveys carried out and the Minister's constituency colleague, Deputy Jacob,...

Housing Grants. (8 Nov 2006)

Emmet Stagg: The last Minister told people to open their windows.

Housing Grants. (8 Nov 2006)

Emmet Stagg: Perhaps the Minister will remove that advice for future reference.

Housing Grants. (8 Nov 2006)

Emmet Stagg: Will the Minister not agree it is extraordinary that the number of people dying from the effects of radon gas is almost the same as the number killed on our roads? We spend huge amounts of money, energy, time and public attention on deaths on our roads and ignore the fact that 300 people die from something that is unnecessary and avoidable. Those deaths could be avoided for very little...

Housing Grants. (8 Nov 2006)

Emmet Stagg: The RPII gave it to us at a committee meeting.

Motor Taxation. (8 Nov 2006)

Emmet Stagg: The Minister has indicated he will be using motor taxation as a tool to deal with greenhouse gas emissions. I welcome that, as I believe will other Members. It appears from the record that motor taxation has increased steadily, by approximately €100 million per year. It is almost exactly that amount since 2002. Is it the Minister's intention to increase that amount considerably in view...

Social and Affordable Housing. (8 Nov 2006)

Emmet Stagg: I welcome the Minister of State's reply, in particular the increased amount for the voluntary sector. The Minister will probably be aware that my county is somewhat of a champion of voluntary sector housing. I championed it myself when I was in the Minister of State's position in the Department and it has been operating since. I bring to the Minister's attention the crisis that exists in...

Social and Affordable Housing. (8 Nov 2006)

Emmet Stagg: I concur with the Minister of State and empathise with him. I sometimes despair of the local authorities.

Social and Affordable Housing. (8 Nov 2006)

Emmet Stagg: In fairness, if money is being provided to local authorities and they are not doing their job, it is not the Minister of State's fault. I had the same experience when I was Minister of State and, as a result, I did something which was probably unorthodox, that is, I addressed meetings of councillors. I went to the elected members over the heads of the officials and it was effective. I told...
