Adoption Bill 2009 [Seanad]: Report Stage (Resumed) (2 Jun 2010)

Alan Shatter: I support the amendments. We are revisiting, yet again, an issue we discussed on Committee Stage. In the context of the amendment, greater detail was needed to establish the type of structure we need. The difficulty I had in drafting it was that it was going to be ruled out of order as imposing an expense on the Exchequer. I hoped that after Committee Stage - I suppose it was a vague hope...

Adoption Bill 2009 [Seanad]: Report Stage (Resumed) (2 Jun 2010)

Alan Shatter: I accept the futility of continuing with this discussion. Although I do not think we will ever see an additional Bill, will the Minister of State let us know the timeframe for producing it? Will we see it next October or December or what priority has it in comparison to the other legislation we expect on the important issues of vetting and child protection guidelines? Can he give us a...

Order of Business. (3 Jun 2010)

Alan Shatter: -----undermining the power of this House on the television screens.

Order of Business. (3 Jun 2010)

Alan Shatter: In regard to the Ceann Comhairle's advice to the House, that the House can vary this order next week, I point out that if there is a proposal to the House next week to vary the order, based on the order we are accepting today, a vote on that proposal would be postponed until the following week. If we waited to the following week to vote on it we then have to, by way of political groundhog...

Order of Business. (3 Jun 2010)

Alan Shatter: I understand the Ceann Comhairle is trying to guide the House.

Order of Business. (3 Jun 2010)

Alan Shatter: If I may explain to the Ceann Comhairle, what he stated to the House is completely unworkable by virtue of the order now being adopted. Any change proposed to this order next week, or any vote on it, will be transferred to the following week. It is the intention of the Government to castrate the powers of this House and render every Member on this side politically impotent.

Order of Business. (3 Jun 2010)

Alan Shatter: No, because this order is postponing a vote.

Order of Business. (3 Jun 2010)

Alan Shatter: A Cheann Comhairle, you are wrong-----

Order of Business. (3 Jun 2010)

Alan Shatter: Perhaps we will have a contribution on green Dáil reform from Deputy Gogarty. We should give him a stage.

Order of Business. (3 Jun 2010)

Alan Shatter: Deputy Durkan will be in the House all next week.

Order of Business. (3 Jun 2010)

Alan Shatter: On a point of order, will the Ceann Comhairle find out for Members of the House what it is about the content of the two reports into banking which disclose the level of Government incompetence in the matter that has rendered the Government scared to come into the House to answer questions and be accountable to the House?

Order of Business. (3 Jun 2010)

Alan Shatter: It is not a coincidence that the House is being muzzled in the week the Cabinet is considering these two reports. It is the week in which the reports are due to be made public and the Government wants to control the media in the manner in which they cover the reports.

Order of Business. (3 Jun 2010)

Alan Shatter: Will all Members of the House receive a copy of the report?

Adoption Bill 2009 [Seanad]: Report Stage (Resumed) (3 Jun 2010)

Alan Shatter: I move amendment No. 28: In page 24, line 20, after "couple" to insert "or the spouse of the parent of a child". I wish to be of constructive assistance to the House.
