Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Marc Ó Cathasaigh: Who would like to take some of those questions first? Would Mr. Jordan like to do so?

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Marc Ó Cathasaigh: There was a question around the date beyond which the State is fairly well indemnified. I believe that was the phrase used by the Deputy. Ms Mahony may have some information on that?

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Marc Ó Cathasaigh: I thank the Deputy. I think those were perhaps more comments than they were questions.

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Marc Ó Cathasaigh: As nobody has indicated that they want to respond to the Deputy's comments, I call Deputy Ó Laoghaire.

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Marc Ó Cathasaigh: It strikes me that beneath it all Deputy Ó Cuív is a closet romantic in putting forward this Bill. There is something romantic in the idea of these artefacts travelling down through history to us. While Schrödinger's cat would long since be dead if it was in a safe deposit box, Schrödinger's artefact excites the imagination when we think what could be inside the boxes....

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Marc Ó Cathasaigh: It feels to me it probably falls to culture. I do not think we are chasing these safe deposit boxes for the amount of cash in them for the benefit of the State. It is more for the cultural history.

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Marc Ó Cathasaigh: There would be a headache. The difference between the face value and conversion value would cause problems if somebody came calling. With the Dormant Accounts Fund, somebody might come calling and it is cash in, cash out and it is the exact value, but getting into the business of selling X number of coins through whatever market could cause problems. I want to ask Ms Mahony about that issue...

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Marc Ó Cathasaigh: I thank the witnesses. I will give Deputy Ó Cuív the last word as it is his Bill. I found the interaction today very constructive even though it is maybe a difficult Bill to interact with in that way. It has been a very constructive discussion, however. Everybody in attendance will have seen the worth of this Bill if it can be simplified and the problems the witnesses have...

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Marc Ó Cathasaigh: It is indeed. I have availed of it myself.

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Marc Ó Cathasaigh: It remains for me to add my thanks as well. Go raibh míle maith agaibh go léir for what has been a very interesting and constructive session. That concludes the committee's business in public session for today. I propose that we go into private session to deal with other business. Is that agreed? Agreed.

Written Answers — Department of Culture, Heritage and the Gaeltacht: Sports Organisations (18 May 2023)

Marc Ó Cathasaigh: 13. To ask the Minister for Culture, Heritage and the Gaeltacht how nature preservation and biodiversity initiates are being developed, advanced and supported in sports clubs nationwide; and if she will make a statement on the matter. [23341/23]

Nature Restoration Law and Irish Agriculture: Statements (31 May 2023)

Marc Ó Cathasaigh: Before I turn to the topic at hand, I could not speak on matters relating to the natural world today without marking the sad loss of Michael Viney, who was one of the finest nature writers we have had the fortune to have in this country. The "Another Life" column was founded the same year I was born, 1977. That column on a Saturday has been part of the rhythm of my weekend my entire adult...

Public Accounts Committee: Appropriation Accounts 2021
Vote 34 - Housing, Local Government and Heritage
Local Government Fund Account 2021
2021 Report of the Comptroller and Auditor General
Chapter 6: Central Government Funding of Local Authorities
(1 Jun 2023)

Marc Ó Cathasaigh: I thank the representatives from the Department for their opening statements. This is my first time meeting them in the course of the Committee of Public Accounts, although I know they have been in relatively recently. I turn to something which was detailed in their opening statement. I want to change tack slightly and look at that heritage element of the Department of Housing, Local...

Vote 34 - Housing, Local Government and Heritage
Local Government Fund Account 2021
2021 Report of the Comptroller and Auditor General
Chapter 6: Central Government Funding of Local Authorities
(1 Jun 2023)

Marc Ó Cathasaigh: The question has been put to Mr. Doyle around his own salary but the question I would ask is around the salaries being offered, particularly to rangers. I want to talk about both recruitment and retention. These are often very highly qualified people. I know the starting salaries are in or around €35,000. Those boots on the ground are absolutely critical. I have submitted a number...

Marc Ó Cathasaigh: I know Mr. Ó Donnchú said it was difficult to talk about paygrades -----

Local Government Fund Account 2021
2021 Report of the Comptroller and Auditor General
Chapter 6: Central Government Funding of Local Authorities
(1 Jun 2023)

Marc Ó Cathasaigh: The simple question is: is enough being paid to get those 40 extra rangers?

Local Government Fund Account 2021
2021 Report of the Comptroller and Auditor General
Chapter 6: Central Government Funding of Local Authorities
(1 Jun 2023)

Marc Ó Cathasaigh: It is absolutely critical to have those boots on the ground. Mr. Ó Donnchú mentioned that 14% of land mass is designated in one shape or form. A total of 85% of our EU protected habitats are in unfavourable condition. The problem is particularly acute in our SACs. Will Mr. Doyle comment on the European Court of Justice case that is referred to here regarding the State’s...

Ceisteanna Eile - Other Questions: Irish Language (1 Jun 2023)

Marc Ó Cathasaigh: 84. To ask the Minister for Education and Skills if his Department is forward planning to help to fulfil the provisions set out in Acht na dTeangacha Oifigiúla (Leasú), 2021, and in particular the objective that 20% of staff recruited to the public service by 2030 will be proficient in the Irish language; and if he will make a statement on the matter. [26680/23]

Ceisteanna Eile - Other Questions: Irish Language (1 Jun 2023)

Marc Ó Cathasaigh: Gabhaim buíochas leis an gCathaoirleach. Is ceist í seo a mbeadh suim aige inti freisin. This issue is timely this week with the census figures being announced. Both good and bad stories are to be found in respect of the use of the Irish language in the State. What forward planning is the Minister's Department undertaking to help to fulfil the provisions set out in Acht na...

Ceisteanna Eile - Other Questions: Irish Language (1 Jun 2023)

Marc Ó Cathasaigh: I thank the Minister. Anyone who is involved in the sector will know that there is a big difference between advertising a job and finding someone with the skill set to fill it. We have to consider the second part of the equation. There are two possibilities. The first is to train people from scratch, which I will address first, and the second is to go back to the people we have and help...
