Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Matters Relating to the Economy: Discussion with Governor of Central Bank (25 Sep 2013)

Kevin Humphreys: It is important.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Matters Relating to the Economy: Discussion with Governor of Central Bank (25 Sep 2013)

Kevin Humphreys: I suggest there is a credibility issue.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Matters Relating to the Economy: Discussion with Governor of Central Bank (25 Sep 2013)

Kevin Humphreys: I understand that Ireland is a small country with a limited number of suitable companies that have the necessary experience of this activity. If we look back at what happened, as we have to do if we are to learn lessons, we will be reminded that these companies were tied into previous audits and have deep links with the institutions that are being examined. I am just saying I do not think...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Matters Relating to the Economy: Discussion with Governor of Central Bank (25 Sep 2013)

Kevin Humphreys: I am not talking disparagingly of the individuals. I am sure there are fantastic individuals working in these companies.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Matters Relating to the Economy: Discussion with Governor of Central Bank (25 Sep 2013)

Kevin Humphreys: There has to be a certain degree of credibility. It does not boost my confidence in this process when Professor Honohan says it being overseen by BlackRock International and the Boston Consulting Group. It seems that people are being brought in to oversee the auditors because there is a lack of confidence in their ability to do this job.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Matters Relating to the Economy: Discussion with Governor of Central Bank (25 Sep 2013)

Kevin Humphreys: Professor Honohan said that there are outsiders overseeing the auditors.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Matters Relating to the Economy: Discussion with Governor of Central Bank (25 Sep 2013)

Kevin Humphreys: That is not the point. If one feels there is a need for outsiders to oversee the auditors, maybe one would be better off giving the outsiders the work in the first instance. I say that on the basis of the credibility problems that have arisen before now.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Matters Relating to the Economy: Discussion with Governor of Central Bank (25 Sep 2013)

Kevin Humphreys: I will move on because it is obvious that Professor Honohan and I are not going to get very far with our disagreement on this matter.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Matters Relating to the Economy: Discussion with Governor of Central Bank (25 Sep 2013)

Kevin Humphreys: I ask Professor Honohan to look at those practicalities. We have to go back to the people at election time and say we are using credible companies to oversee these institutions and make sure they-----

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Matters Relating to the Economy: Discussion with Governor of Central Bank (25 Sep 2013)

Kevin Humphreys: I would like to revisit an old chestnut that I always seem to raise with Professor Honohan. The Central Bank recently published an extremely interesting document looking at the effectiveness of the security market programmes in stabilising Irish bond yields. Have Professor Honohan or his colleagues examined the purchase prices of the billions of Irish bonds currently held by the European...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Matters Relating to the Economy: Discussion with Governor of Central Bank (25 Sep 2013)

Kevin Humphreys: Yes.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Matters Relating to the Economy: Discussion with Governor of Central Bank (25 Sep 2013)

Kevin Humphreys: There were two parts to my question. I ask Professor Honohan to respond on the figure as to the profits that were made.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Matters Relating to the Economy: Discussion with Governor of Central Bank (25 Sep 2013)

Kevin Humphreys: At our previous meeting, the Governor indicated he could not find out the figure.

Kevin Humphreys: How did the Greeks find out how much the profits were?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Matters Relating to the Economy: Discussion with Governor of Central Bank (25 Sep 2013)

Kevin Humphreys: Ireland is not Greece. A deal was done that benefited Greece to the tune of several billion euro.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Matters Relating to the Economy: Discussion with Governor of Central Bank (25 Sep 2013)

Kevin Humphreys: Professor Honohan's statement that he will help the joint committee by obtaining the figure is positive in light of the speculation that surrounds this issue. Perhaps he and the Minister for Finance will assist us further by adopting the approach I have outlined, which I believe would generate considerable savings.

Topical Issue Debate: Homelessness Strategy (26 Sep 2013)

Kevin Humphreys: I express my disappointment that neither Minister was available to take this urgent debate today. The figures published by the Simon Community earlier this week are a cause of concern. They show an increase of 88% in the number of people sleeping rough in Dublin city centre. There are reports that capacity for short-term crisis accommodation has been reduced and that social housing units...

Topical Issue Debate: Homelessness Strategy (26 Sep 2013)

Kevin Humphreys: While this is a short debate, Members should have that discussion in any event. Deputy Ellis and I work in similar communities and I consider the homeless count to be merely an indicator. On a daily basis, homelessness is a far bigger issue than the number of people who are sleeping rough. I have encountered people who are sleeping on their friends' floors and who move around either weekly...

Written Answers — Department of Finance: Banking Sector Redundancies (26 Sep 2013)

Kevin Humphreys: 77. To ask the Minister for Finance if all staff accepting voluntary redundancy/retiring from AIB were offered briefing on their retirement entitlements; if these seminars were made available to all retiring staff equally; where these briefings were held; if they were more than one day events, if the bank covered accommodation and hospitality costs for the employees attending; if so, what was...
