Catherine Murphy: The point about the 90% figure and the process to which the Minister referred is helpful. I recall being at a Whips meeting some weeks ago at which I argued against something. I was told this was the way it was going to be, that the Government had the numbers and that that was the way it worked. The problem is that it is a numbers game.

Catherine Murphy: I wish to make one final point on the explicit use of the term "having regard to the other provisions of the Constitution". I am concerned that in the absence of stating as much an interpretation is possible that it is exclusive to this rather than looking at the totality. This is a serious concern for me.
