Vote 33 - Tourism, Culture, Arts, Gaeltacht, Sport and Media
2021 Report of the Comptroller and Auditor General
Chapter 4: Re-allocation of Voted Funding
(22 Jun 2023)

James O'Connor: I will clarify my question. I refer to organisations that might have been critical of what the Department has structured in the current format of providing the sports capital grant funding. Do they have their own advisory task force groups involving civil servants that may feed into the process?

Vote 33 - Tourism, Culture, Arts, Gaeltacht, Sport and Media
2021 Report of the Comptroller and Auditor General
Chapter 4: Re-allocation of Voted Funding
(22 Jun 2023)

James O'Connor: The FAI's comments were particularly strange. I do not know where they originated. It came out criticising horse racing. Everybody here has their own view on the sport. I declare my interest; I am a big lover of it. I found its comments pretty bizarre in that it was critical of the horse and greyhound fund. I recognise and respect other people have different views on it. I know Deputy...

2021 Report of the Comptroller and Auditor General
Chapter 4: Re-allocation of Voted Funding
(22 Jun 2023)

James O'Connor: It said horse racing. I felt it was quite critical of horse racing in its comments. That is obviously under the Department of Agriculture, Food and the Marine, however. It is not under Ms Licken's auspices, which I acknowledge. As I said, I cannot see where the major problem is. The amount of money that was allocated was enormous and, hopefully, the next round will be as large, if not...

2021 Report of the Comptroller and Auditor General
Chapter 4: Re-allocation of Voted Funding
(22 Jun 2023)

James O'Connor: It is not to the same scale. It is important to reference that. I am aware of that but it is not at the same scale.

2021 Report of the Comptroller and Auditor General
Chapter 4: Re-allocation of Voted Funding
(22 Jun 2023)

James O'Connor: I will close with a comment and not a question because my time is up. All I am trying to say to the witnesses is that what is there is working and they should not give into the pressure.

Saincheisteanna Tráthúla - Topical Issue Debate: Care of the Elderly (22 Jun 2023)

James O'Connor: That is no problem, given the gravity of the topic. I am sure all present agree it deserved the time. I thank the Minister of State.

Written Answers — Department of Transport, Tourism and Sport: Rail Network (22 Jun 2023)

James O'Connor: 33. To ask the Minister for Transport, Tourism and Sport for an update on the CMATS rail project in Cork. [30209/23]

Written Answers — Department of Transport, Tourism and Sport: Road Projects (22 Jun 2023)

James O'Connor: 35. To ask the Minister for Transport, Tourism and Sport for an update on the Mallow relief road; and if the funding will be made available by the end of the year. [30210/23]

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (28 Jun 2023)

James O'Connor: I want to ask about the DEIS scheme, which is a very important scheme that has huge benefits for many disadvantaged communities. Because of the budget surplus, we have an opportunity to increase the level of support available to communities that missed out on DEIS in the last round, particularly in areas that have taken on a huge number of Ukrainian refugees, like Youghal in east Cork,...

Written Answers — Department of Health: General Practitioner Services (27 Jun 2023)

James O'Connor: 692. To ask the Minister for Health if he will provide an update on the after-hours GP service for Mallow, Fermoy and Mitchelstown; if his Department will intervene to find GPs who will work late shifts to keep this important service operational; and if he will make a statement on the matter. [30923/23]

Public Accounts Committee: Financial Statements 2021: Irish Horseracing Regulatory Board (29 Jun 2023)

James O'Connor: I thank the Cathaoirleach. I concur with what Deputy Murphy said regarding it being unusual that we would not have the chief financial officer with us today. I want to ask a couple of questions in that regard. Is it correct that Mr. O'Loughlin was only informed yesterday that he was not going to be in attendance?

Public Accounts Committee: Financial Statements 2021: Irish Horseracing Regulatory Board (29 Jun 2023)

James O'Connor: What was the reason cited for that absence?

Public Accounts Committee: Financial Statements 2021: Irish Horseracing Regulatory Board (29 Jun 2023)

James O'Connor: Did he give a reason behind the decision to do that?

Public Accounts Committee: Financial Statements 2021: Irish Horseracing Regulatory Board (29 Jun 2023)

James O'Connor: I beg to differ because I think Mr. O'Loughlin is. It is not a criminal investigation. Mr. O'Loughlin has taken the decision to do an external review but the IHRB is significantly funded by the taxpayer and I do not think that is an illegitimate question to ask so I am going to ask that question again. Did he give a reason for deciding to take voluntary leave at this time?

Public Accounts Committee: Financial Statements 2021: Irish Horseracing Regulatory Board (29 Jun 2023)

James O'Connor: Did the individual give a reason for that decision?

Public Accounts Committee: Financial Statements 2021: Irish Horseracing Regulatory Board (29 Jun 2023)

James O'Connor: Actually, I accept that Mr. O'Loughlin is relatively new in his role. His predecessor was there for quite some time, as we know from what has emerged in regard to the early retirement deal. I am a racing man and I love horseracing and everything about the sport and the community within it. However, I believe the decision to go into this review process is going to cause prolonged damage. I...

Public Accounts Committee: Financial Statements 2021: Irish Horseracing Regulatory Board (29 Jun 2023)

James O'Connor: In regard to the details of Denis Egan's early retirement and voluntary redundancy scheme, the sum was €384,870 and the payment was received in 2021. To my knowledge, that payment was 58% larger, if I am correct, per the Comptroller and Auditor General, than what should have been paid out under the terms of the scheme. Can Mr. O'Loughlin understand why that is grossly unacceptable...

Public Accounts Committee: Financial Statements 2021: Irish Horseracing Regulatory Board (29 Jun 2023)

James O'Connor: Really? Does Mr. O'Loughlin think that is acceptable, a payment 58% larger than it was supposed to be?
