Victor Boyhan: I thank Senator Conway. Before I call Senator Cassells, I am conscious that we now have seven Senators waiting to speak. With six minutes each, that is 42 minutes and the Minister of State also has to respond. There are only 28 minutes left. I ask Senators to be conscious of their time. It would be great if they could tighten it up so everyone has an opportunity to speak.
