Redress for Women Resident in Certain Institutions Bill 2014: Report Stage (10 Feb 2015)

Joan Collins: The Magdalen women, who suffered greatly under the so-called watchful eye of the State, agreed to an ex gratiascheme on the basis that they would have all the benefits accruing to hepatitis C patients, both men and women, with the HAA card. That is exactly what Mr. Justice Quirke said in his report. The 1996 HAA legislation is quite broad and has no restrictions. It does not state one must...

Written Answers — Department of Finance: Central Bank of Ireland (10 Feb 2015)

Joan Collins: 239. To ask the Minister for Finance the new Central Bank of Ireland's loan-to-value and loan-to-income limits (details supplied). [6113/15]

Ceisteanna - Questions - Priority Questions: Public Sector Staff Recruitment (11 Feb 2015)

Joan Collins: 3. To ask the Minister for Public Expenditure and Reform his views on the moratorium in recruitment in the public sector; the areas in which it has been lifted; and any future planned lifting of the moratorium, for example, social workers, maintenance sections of local authorities and so on. [5862/15]

Ceisteanna - Questions - Priority Questions: Public Sector Staff Recruitment (11 Feb 2015)

Joan Collins: I raise this issue not only in regard to pay levels being reviewed, but also in the context of the number of people working in certain areas. Many areas have been pared to the bone and a worker can only take that for so long. The first year one does extra hours, puts in the time and does more for less. After two, three or four years, it becomes a burden that is very hard to bear. I know...

Ceisteanna - Questions - Priority Questions: Public Sector Staff Recruitment (11 Feb 2015)

Joan Collins: Is the Minister saying to line managers in the public service to come to him to say there is a need for jobs to be created in an area, for example the maintenance section in Dublin City Council? The manager there says we need at least ten new apprentices because we cannot deliver to our tenants what is expected of us and cannot maintain properties. Has the Minister sent that message to line...

Ceisteanna - Questions - Priority Questions: Public Sector Staff Recruitment (11 Feb 2015)

Joan Collins: Efficiency is important but how far can one go with efficiency? One can only do so much in an eight or a nine hour day. That is why certain areas are finding that their backs are against the wall. It is really important those areas are addressed, in particular where there is a need to provide services to people, whether through the HSE or the local authorities where there is a need for...

Order of Business (11 Feb 2015)

Joan Collins: To a certain degree, my question relates to the matter raised by Deputy Broughan. Is the Taoiseach aware that no beds are available in the emergency accommodation for homeless people? His strategy should be reviewed urgently. I have been informed by the Simon Community that by 5.30 p.m. every day no beds are available and people are being told to ring back.

Order of Business (11 Feb 2015)

Joan Collins: Up to 70 people are still sleeping rough. The Taoiseach has seen for himself the situation on the streets. The issue should, therefore, be revisited, with the provision of more beds, particularly for homeless families.

Climate Action and Low Carbon Development Bill 2015: Second Stage (11 Feb 2015)

Joan Collins: People are constantly setting out what needs to be done to combat climate change, which is happening fast and will have a huge impact on countries in the Third World and the so-called First World. We know it is a life-and-death issue for many people throughout the world. As the Minister said, it is a worldwide issue that does not know boundaries. We always have people standing up to say...

Climate Action and Low Carbon Development Bill 2015: Second Stage (11 Feb 2015)

Joan Collins: They spent hours and hours in there. I was not there, but I saw some of it. I would hardly recognise this Bill as having being influenced by that committee debate. It is a terrible shame. The failure of the Bill to set a numeric target for future emissions reductions is a fundamental flaw because it means there is little concrete direction for the coming years. Recently, Finland, Denmark...

Child Care: Motion (Resumed) [Private Members] (11 Feb 2015)

Joan Collins: Ireland is the most expensive country in which to bring up a child and with regard to child care costs. Child care is based on a model of private delivery, which is fundamentally wrong. The fact that we depend on private child care causes all of the problems many private child care companies have, such as low pay and huge pressure on management trying to deliver important societal care. ...

Written Answers — Department of Public Expenditure and Reform: Pensions Levy (11 Feb 2015)

Joan Collins: 29. To ask the Minister for Public Expenditure and Reform his views as to the amount that has been collected annually from the pension levy imposed on public sector workers; and his plans on revising this levy as part of the Haddington Road agreement regarding negotiations. [5603/15]

Written Answers — Department of Jobs, Enterprise and Innovation: Departmental Investigations (12 Feb 2015)

Joan Collins: 13. To ask the Minister for Jobs, Enterprise and Innovation if he will provide an update on the investigation into the waste management industry. [5837/15]

Leaders' Questions (17 Feb 2015)

Joan Collins: Compel the banks.

Leaders' Questions (17 Feb 2015)

Joan Collins: Many rural areas do not have a Garda station.

Redress for Women Resident in Certain Institutions Bill 2014: Report Stage (Resumed) (17 Feb 2015)

Joan Collins: The Minister has not answered many of the questions asked. She has said she is considering providing these services outside legislation, but she has not said she will provide them for the women in question. She referred to the Health (Amendment) Act 1996, of which section 2(f) refers specifically to counselling services in respect of hepatitis C and section 2(g) to such other services as...

Redress for Women Resident in Certain Institutions Bill 2014: Report Stage (Resumed) (17 Feb 2015)

Joan Collins: I am deeply disappointed by this, as are many of the ladies concerned and the Justice for Magdalenes group. When the Minister is dealing with certain aspects of the Bill and will consider other aspects outside it, it leaves a lot open to question. In 2012 I heard a Minister say legislation would not be enacted if proper child care facilities were not wrapped around one-parent families....

Redress for Women Resident in Certain Institutions Bill 2014: Report Stage (Resumed) (17 Feb 2015)

Joan Collins: I support the amendment. The Deputy put the case very succinctly. It specifies that those who do not have the capacity would have qualified advocates to speak on their behalf. In many areas, people with disabilities need advocates to explain their situations. It should be part of the services provided to the ladies of the Magdalen laundries. I ask the Minister to support it.

Redress for Women Resident in Certain Institutions Bill 2014: Report Stage (Resumed) (17 Feb 2015)

Joan Collins: We are not the only ones asking these questions but Justice for Magdalenes is also raising these concerns. I asked the Minister last week if she had contacted that organisation to give it a full picture of what the State is putting in place, including the legislation and what she says she is considering outside it. That would have been a better approach and given the Justice for Magdalenes...

Road Traffic (Amendment) Bill 2015: Second Stage [Private Members] (17 Feb 2015)

Joan Collins: I wish to acknowledge the tenacity of Jake's family and their commitment to their son and to the sons and daughters of other families throughout the country. The Brennans have fought to have a law introduced which will impose a mandatory speed limit of 20 km/h in housing estates and residential areas, which I support. The Minister has asked questions around the introduction of such a limit....
