- Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence in the Public Sector: Discussion (14 Oct 2025)
Gareth Scahill: I thank the witnesses for coming in. The discussion has been very interesting. It is extremely important that we hear from them on where the guidelines are going. The guidelines that were launched in April or May contain seven principles, which are: responsible AI; human agency and oversight; technical robustness and safety; privacy and data governance; transparency; diversity,...
- Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence in the Public Sector: Discussion (14 Oct 2025)
Gareth Scahill: My next question is about the algorithmic bias. On this committee, I feel like we are moving at a slow pace because of the information we are trying to take in from all the representative bodies coming in and the questions we are asking. Given that 90% of investment in AI projects fails, what advice do the witnesses have for this committee? Should we try to get the representatives of big...
- Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence in the Public Sector: Discussion (14 Oct 2025)
Gareth Scahill: I will be quick. Looking forward, is there a provision to publish annual reports to use for the outcomes of AI in the public service going forward? Mr. Lowry highlighted successes no one knows about and that is internal. It would also be to learn from issues, potentially bias issues, that have come up within certain departments so that other departments can learn from that.
- Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence in the Public Sector: Discussion (14 Oct 2025)
Gareth Scahill: Looking at best practice and being dynamic on this, are there any plans to eventually involve academia in future reviewing or updating of the guidelines?
- Seanad: An tOrd Gnó (Atógáil) - Order of Business (Resumed) (21 Oct 2025)
Gareth Scahill: In a totally unrelated way, I too want to raise the work of Croí here today. I was not at the information session Senator Rabbitte attended last week, but on Friday last I was involved in the first Croí 5 km run-walk held outside Galway as a fundraiser. The organisation's major fundraiser, which supported all the amazing work Senator Rabbitte spoke about, took place last Friday...
- Seanad: Higher Education: Statements (21 Oct 2025)
Gareth Scahill: I welcome the Minister once again to the Chamber. Like the previous speaker, I will not spend my time clapping him on the back but nor will I kick him. If he is a success in his Ministry, we will all benefit. That is how we must look at it. Budget 2026 shows that he listened to what people were saying and he delivered where he could deliver. As Senator Dee Ryan said, he put a mechanism...
- Seanad: An tOrd Gnó (Atógáil) - Order of Business (Resumed) (22 Oct 2025)
Gareth Scahill: A few weeks ago, I called for additional support in the telephone allowance for older people. I called for it to cover broadband and to potentially become a communications allowance. Following recent storms, a number of households all over the country have been without electricity or water. At the same time, our providers are still applying standing charges to these people's bills. I do...
- Seanad: Domestic Violence (Free Travel Scheme) Bill 2025: Second Stage (22 Oct 2025)
Gareth Scahill: The Minister is welcome. I thank him for the opportunity to speak on the Domestic Violence (Free Travel Scheme) Bill 2025. I commend the Senators on bringing this Bill before us. It is a very simple, practical idea that could make a big difference in people's lives, especially to women and children trying to escape violence at home. I come from County Roscommon, one of the nine counties...
- Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and the State: Discussion (21 Oct 2025)
Gareth Scahill: I thank the witnesses for coming in this morning. I thank Mr. Herrick for his opening statement and for answering the questions so far. Like Senator Ryan, I am new to this. I am taking a lot of the different angles that are coming at us here. I was going to ask the witnesses about their annual polling. Is there any way that the committee members could be furnished with a copy of that? I...
- Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and the State: Discussion (21 Oct 2025)
Gareth Scahill: That would be very interesting. Senator Ryan has gone through them. There is a figure of 22% who believe that the Government is regulating technology companies effectively. That is a very low number and something we obviously need to address and look at. Mr. Herrick spoke of sending a direct message to policymakers and it being up to us to listen. It is not just in the area of human...
- Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and the State: Discussion (21 Oct 2025)
Gareth Scahill: Does IHREC have any other examples of the regulators in other jurisdictions collaborating? Is that an example IHREC can follow?
- Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and the State: Discussion (21 Oct 2025)
Gareth Scahill: Outside of resources, how does IHREC see itself working together with the other regulators to ensure consistent protection of rights?
- Joint Oireachtas Committee on Education and Youth: Curriculum Reform at Senior Cycle: Discussion (Resumed) (22 Oct 2025)
Gareth Scahill: I thank all the speakers. As Mr. Ó Caoimh has not had as much time to speak as everyone else, I will start with him. I welcome his comment that the senior cycle must prepare us for more than exams; it must prepare us for life. It is a good line. He said in his statement that students deserved clear feedback, the opportunity to improve and a grading system that valued different kinds...
- Joint Oireachtas Committee on Education and Youth: Curriculum Reform at Senior Cycle: Discussion (Resumed) (22 Oct 2025)
Gareth Scahill: Mr. Ó Caoimh suggested that students needed to be more involved in the reforms that applied to them. How would he see that happening?
- Joint Oireachtas Committee on Education and Youth: Curriculum Reform at Senior Cycle: Discussion (Resumed) (22 Oct 2025)
Gareth Scahill: I have a final question for Mr. Ó Caoimh. Does he think it is a mistake to encourage students to use AI?
- Joint Oireachtas Committee on Education and Youth: Curriculum Reform at Senior Cycle: Discussion (Resumed) (22 Oct 2025)
Gareth Scahill: It is interesting to get Mr. Ó Caoimh's point of view because I have an idea there. Mr. Gillespie and Mr. Christie both spoke about their belief that a lot of this has been rushed or forced through. Am I right in saying senior cycle reform was suggested in March 2022? That is when this process started. We had witnesses discussing junior cycle reform in recently and they started in...
- Joint Oireachtas Committee on Education and Youth: Curriculum Reform at Senior Cycle: Discussion (Resumed) (22 Oct 2025)
Gareth Scahill: Have any of the bodies done a report on the average cost of upgrading a school?
- Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and the State: Discussion (21 Oct 2025)
Gareth Scahill: Mr. Herrick mentioned that the approach to AI should be intersectional and inclusive. He said we must involve people in most aspects of it, including the design, deployment and development of regulatory frameworks. How does he envisage that we involve people in various categories, such as people with disabilities and children? How does he see envisage that we engage them and get them...
- Joint Oireachtas Committee on Artificial Intelligence: Artificial Intelligence and the State: Discussion (21 Oct 2025)
Gareth Scahill: I acknowledge the Irish Council for Civil Liberties for its continued leadership in civil liberties. I welcome Mr. O'Brien and Dr. Shrishak. How do I pronounce it?
