- Joint Oireachtas Committee on Housing, Planning and Local Government: ^ General Scheme of Electoral Reform Bill 2020: Discussion (Resumed) (30 Mar 2021)
John Cummins: A person who is based in another country cannot create an ad set or campaign or examine the demographics for targeting on Facebook. Why would somebody in another country be linked to my ad account if they can do nothing on the platform?
- Joint Oireachtas Committee on Housing, Planning and Local Government: ^ General Scheme of Electoral Reform Bill 2020: Discussion (Resumed) (30 Mar 2021)
John Cummins: To be clear, is Mr. Ó Broin saying that somebody who is based in another country cannot use Facebook's ad creation tools to create a campaign or ad sets, examine demographics or create content?
- Joint Oireachtas Committee on Housing, Planning and Local Government: ^ General Scheme of Electoral Reform Bill 2020: Discussion (Resumed) (30 Mar 2021)

- Joint Oireachtas Committee on Housing, Planning and Local Government: ^ General Scheme of Electoral Reform Bill 2020: Discussion (Resumed) (30 Mar 2021)
John Cummins: Pressing "publish" on the ad has to be done in Ireland but is it possible for any of the other steps to be taken in another country? I apologise for pressing the issue but it is very important in the context of the transparency aspect of this legislation. That is what we are trying to capture in heads 123 to 125, inclusive.

- Joint Oireachtas Committee on Housing, Planning and Local Government: ^ General Scheme of Electoral Reform Bill 2020: Discussion (Resumed) (30 Mar 2021)
John Cummins: I echo many of the comments that have been made about anonymous accounts. It is unacceptable in this day and age. If online banking apps have the capacity to be able to verify identities, there is no reason that online platforms cannot do it. To return to my original question to Facebook relating to advertising, what I am concerned about is outside interference in our democracy. I have...
- Joint Oireachtas Committee on Housing, Planning and Local Government: ^ General Scheme of Electoral Reform Bill 2020: Discussion (Resumed) (30 Mar 2021)
John Cummins: However, one can change the attribution setting during campaign creation. If my Ireland manager sets up a draft campaign, is it possible for my manager in Serbia or Germany to go in, add to that campaign, create data sets and then for another advertising manager in Ireland to press the "run" button on it? With all due respect, it is a "Yes" or "No" answer.
- Joint Oireachtas Committee on Housing, Planning and Local Government: ^ General Scheme of Electoral Reform Bill 2020: Discussion (Resumed) (30 Mar 2021)
John Cummins: Requirements are different from a "Yes" or "No" answer. Is it possible for my Ireland manager to set up a draft campaign, entitled "Public Meeting", and for one of my managers in another country, with no connection to this jurisdiction, to add demographics or create further content within that campaign and then for another Ireland manager to press the "run" button, "Yes" or "No"?
- Joint Oireachtas Committee on Housing, Planning and Local Government: ^ General Scheme of Electoral Reform Bill 2020: Discussion (Resumed) (30 Mar 2021)
John Cummins: It is Mr. Ó Broin's understanding. It would be very important for this committee to have a "Yes" or "No" answer to that question because my understanding from my analysis of the platform is that it is possible.

- Seanad: An tOrd Gnó - Order of Business (19 Apr 2021)
John Cummins: I would like to use my time to welcome the update which I received from the Minister for Social Protection, Deputy Humphreys, over the weekend in relation to community employment, CE, supervisors. I know the Leader knows the issue only too well from her previous role as Minister for Social Protection. It is a hugely significant step that we are finally seeing progress on this matter. It was...
- Seanad: Water Quality: Motion (19 Apr 2021)
John Cummins: I welcome the Minister of State and commend my Green Party colleagues on tabling a comprehensive Private Members' motion for consideration. The motion is consistent with the comprehensive water policy commitments set out in the Programme for Government: Our Shared Future. The Senators have rightly included the detail of all of those in the motion. Strong progress is being made in...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Update on the Programme for Government: Department of Housing, Local Government and Heritage (20 Apr 2021)
John Cummins: I thank the Minister and Ministers of State for the work in their brief over the past 12 months or more. The affordable housing Bill will be key to our work. In order for us to get the cost rental model right, it must be opened beyond the approved housing body and State sector. That is if we are to realise and scale up housing delivery. Department officials, when they appeared before...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Update on the Programme for Government: Department of Housing, Local Government and Heritage (20 Apr 2021)
John Cummins: I thank the Minister. I emphasise the point about cost rental and the off-balance sheet versus the on-balance sheet. It is a very important point in the context of scaling-up delivery of cost rental. It has to be borne in mind that approved housing bodies, AHBs, are on the State's balance sheet and in order to ramp up production and scale we have to look outside of them.
- Seanad: An tOrd Gnó - Order of Business (23 Apr 2021)
John Cummins: The breaches of data protection laws which have been reported in the media and confirmed by the Sinn Féin Party leader yesterday are extremely alarming. They raise fundamental questions about how secure the democratic system in this country is from outside interference. Some might dismiss this because they want the story to disappear but in the context of the electoral reform Bill it...
