Joint Oireachtas Committee on Justice, Defence and Equality: Online Harassment and Harmful Communications: Discussion (2 Oct 2019)

Catherine Connolly: ...we rely on the Post Office (Amendment) Act 1951 to deal with some of these issues. It is a terrible subject and difficult to listen to. I may come back to the ongoing training being provided to gardaí to deal with these very difficult subjects. No amount of legislation will sort this, although legislation is needed. It is clear that legislation should always be a last resort. Of...

Public Accounts Committee: 2015 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - Garda Síochána - Internal Audit Report on Garda College, Templemore (Resumed)
(20 Jun 2017)

Catherine Connolly: The Vice Chairman has interrupted my train of thought. Trust is at the heart of all of this. The Garda College trains all the young gardaí. I understand that the working group was set up by the CAO, chief administrative officer, not by the Commissioner, and it was set up prior. Is that correct?

Written Answers — Department of Justice and Equality: Garda Procedures (10 Dec 2020)

Catherine Connolly: 348. To ask the Tánaiste and Minister for Justice and Equality if the An Garda Síochána review into the use of anti-spit hoods has been completed; if she has she received a copy of the review; when the review will be published; and if she will make a statement on the matter. [42556/20]

Public Accounts Committee: 2015 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - Garda Síochána - Internal Audit Report on Garda College, Templemore (Resumed)
(31 May 2017)

Catherine Connolly: ...committee where decisions were made and not just the meeting which is now under discussion. Were minutes taken for all of them? This is a simple question and maybe the witness could elicit from An Garda Síochána, or from somebody, if there are minutes of these very important meetings.

Public Accounts Committee: 2015 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - Garda Síochána - Internal Audit Report on Garda College, Templemore (Resumed)
(20 Jun 2017)

Catherine Connolly: If this is a grey area for the Department of Justice and Equality, perhaps we are being too hard on the Garda. I have asked the question, and the witness seems to accept that these practices and this procedure was done with the blessing of the Department of Justice and Equality from the very beginning.

Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)

Catherine Connolly: .... I want to ask Mr. McBride a specific question. I apologise if I am blunt but it is the nature of the time restrictions on us. To go back to Dr. Geoffrey Shannon's report on section 12 and An Garda Síochána, was that published earlier this year or was it at the end of 2016?

Written Answers — Department of Justice and Equality: Garda National Immigration Bureau (21 Apr 2021)

Catherine Connolly: 1445. To ask the Tánaiste and Minister for Justice and Equality the details of ongoing training provided to local Garda National Immigration Bureau officers in relation to changes in immigration law and immigration policy; the details of the body or organisation providing the training; and if she will make a statement on the matter. [19705/21]

Public Accounts Committee: Garda Internal Audit Report on ICT Directorate Payments Process (31 May 2018)

Catherine Connolly: It was said that there were 94 contracts under procurement. An Garda Síochána is not unlike any other organisation but I believe there is an extra responsibility on the force when it comes to procurement. The number of contracts that are not compliant is unfortunate. Are they the same as the ones Mr. Kelly looked at?

Written Answers — Department of Justice and Equality: Garda Investigations (2 May 2017)

Catherine Connolly: 112. To ask the Minister for Justice and Equality if she is satisfied that An Garda Síochána is adequately equipped and specifically skilled to carry out investigations into complex cases of fraud and has sufficient resources in place to deal with these types of cases; and if she will make a statement on the matter. [19253/17]

Public Accounts Committee: 2015 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - Garda Síochána - Internal Audit Report on Garda College, Templemore (Resumed)
(20 Jun 2017)

Catherine Connolly: ...than once. The Commissioner has explained "legacy issues" as relating to structures and the ongoing consequences. Has the period during which there was a lack of candour and co-operation in the Garda finished or is it still ongoing?

Criminal Justice (Enforcement Powers) (Covid-19) Act 2020: Motion (4 Nov 2020)

Catherine Connolly: ...game going on The Minister gave a speech of a few pages. It is extraordinary that the Policing Authority was not been mentioned once, nor was there any reference to a written comment from the Garda Commissioner. Although he has been dragged into this to say that he agrees with these measures, I have seen no reference to a press release where he does. This takes me by surprise because I...

Public Accounts Committee: 2015 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - Garda Síochána - Internal Audit Report on Garda College, Templemore
(4 May 2017)

Catherine Connolly: I am not going that road of saying that either. The issue I am putting to Ms O'Sullivan is the question of trust in the Garda Síochána. When this information was published, the Commissioner's immediate comment was there was no misappropriation of money and no misuse of public moneys. Was that not, at the very least, premature?

Public Accounts Committee: 2015 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - Garda Síochána - Internal Audit Report on Garda College, Templemore (Resumed)
(14 Jun 2017)

Catherine Connolly: We will come to the Department of Justice and Equality. For us, the money is going in and generating a profit. That profit is allowed to purchase shares and Aviva stands out. It allows the Garda to make contributions to everyone from the GAA to the local church to the boat club in Dublin. Is that right?

Public Accounts Committee: Report on Reopening of Garda Stations: Acting Garda Commissioner (28 Sep 2017)

Catherine Connolly: In the interests of openness, if the Government makes a decision in relation to one Garda station based on a draft report, which is a work in progress, would it not be prudent that this would be put before the relevant committees? If the Government is acting on the report would it be good procedure in accountability?

Written Answers — Department of Justice and Equality: Garda Síochána Ombudsman Commission (4 Mar 2021)

Catherine Connolly: ...ánaiste and Minister for Justice and Equality her plans to establish a formal accredited training service for oversight personnel employed in GSOC to further empower them to critically investigate Garda actions; the analysis her Department has carried out into the cost of same; and if she will make a statement on the matter. [12295/21]

Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: Bunriachtanais Teanga sa Gharda Síochána: Plé (2 Feb 2022)

Catherine Connolly: ...; fáilte roimh na finnéithe. B’fhéidir go méadóidh mo thuiscint ar an méid atá tarlaithe de réir a chéile acu tá mé beagán measctha. Tá na ráitis go léir léite agam. Ar phléigh An Garda Síochána an rialachán seo leis an gCoimisinéir Teanga? Níl a fhios agam cén...

Joint Oireachtas Committee on Justice, Defence and Equality: Departmental Transformation Programme: Department of Justice and Equality (6 Nov 2019)

Catherine Connolly: I am more interested in the Department and what was said about it back in 2014. Reference was made to a "deferential" relationship with An Garda Síochána, with a lack of proper strategic accountability being brought to bear on the force by the Department. Is Mr. O'Driscoll telling me that era has ended and that going forward, there will be------

Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Catherine Connolly: It was completed in March 2012. I will ask my question through the Chair. How did it take from March 2012 to July 2012 to give it to the Garda? I am asking that question because Mr. O'Brien said it was given when it was completed. If I cannot pick up on that, we might as well pack up and go home.

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - An Garda Síochána
Chapter 7 - Management of Overtime Expenditure in An Garda Síochána
(9 May 2019)

Catherine Connolly: An update would be very helpful. The mistake was made by gardaí and the people were innocent in regard to this matter. That is important. The next point for this committee is the cost implications of the process. The Garda has taken over 2,000 people to the appeal court. What are the legal costs to date or are there legal costs?

Public Accounts Committee: 2016 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Chapter 13 - Development of ICT Systems by the Department of Justice and Equality
Vote 24: Justice and Equality
(26 Apr 2018)

Catherine Connolly: ...something for €70 million, certainly the price is given to solicitors and barristers which I fully agree should be looked at. I accept that. If we do not learn from it - arising from that we had the Garda Síochána Act and lots of recommendations. That was in 2005, was it, the Morris tribunal?
