Hospital Services: Motion (Resumed) (6 Jul 2011)

Jonathan O'Brien: We have heard much about Roscommon, Sligo and Portlaoise, but I wish to talk about St. Mary's Orthopaedic Hospital which is in the heart of my constituency of Cork North-Central. I acknowledge the presence in the Chamber of the other three Deputies from the constituency, Deputies Dara Murphy and Billy Kelleher and the Minister of State, Deputy Kathleen Lynch. As many Deputies will not be too...

Civil Law (Miscellaneous Provisions) Bill 2011 [Seanad]: Second Stage (12 Jul 2011)

Jonathan O'Brien: My first experience of a miscellaneous provisions Bill was something of an eye-opener. The Bill refers to an extensive range of content, incorporating more than 40 Acts. While many of the provisions are straightforward and some serve merely to bring clarity to existing legislation, the Bill nevertheless presented a significant amount work to get through it in a short timeframe. The Bill...

Written Answers — Child Welfare and Protection: Child Welfare and Protection (12 Jul 2011)

Jonathan O'Brien: Question 41: To ask the Minister for Children and Youth Affairs the date on which she will introduce legislation to place the children first guidelines on a statutory footing; and if the revised children first guidelines will be amended before becoming operational to ensure that they include a requirement for such a service. [19880/11]

Defence (Amendment) Bill 2011 [Seanad]: Second Stage (13 Jul 2011)

Jonathan O'Brien: I am sure the Minister thought he was going to have an easy time of it today. However, as was the case when the Bill was debated in the Seanad, certain circumstances have been referred to and particular accusations have been made. I will return to that matter later. When I first read the Bill, I was of the view that dealing with it would be a simple matter but that is not the case. The...

Criminal Justice Bill 2011: Report and Final Stages (14 Jul 2011)

Jonathan O'Brien: I compliment the Minister on this comprehensive and technical amendment. The fact he was in a position to introduce it before the Bill was finalised in the House is welcome. It was probably the one area of weakness in the legislation we all identified when it was published. The description of penalisation is broad, ranging from dismissal to discrimination, which, I presume, will cover...

Criminal Justice Bill 2011: Report and Final Stages (14 Jul 2011)

Jonathan O'Brien: I concur with Deputy Calleary. I will not be popular for saying this but it is important that the Bill is enacted as soon as possible because there is a number of ongoing investigations. If that means coming back a little earlier for one day, then I do not think too many Members would complain.

[21159/11]

Requests to move Adjournment of Dáil under Standing Order 32 (20 Jul 2011)

Jonathan O'Brien: I seek the adjournment of the Dáil under Standing Order 32 to raise a matter of national importance, namely, the planned introduction of water and household charges at a time when people have less disposable income and simply cannot afford them. Such charges can only lead to further mortgage defaults, a problem not helped by increasing interest rates, as well as poverty and anguish for many.

Order of Business (Resumed) (20 Jul 2011)

Jonathan O'Brien: I refer to promised legislation in respect of the forthcoming referendums on the three matters to be put before the people. The Minister for Justice and Equality has indicated the heads of the Bill pertaining to judicial pay are to go before the Cabinet next week. I seek clarification on the timelines because I am a little concerned that on Members' return after the recess, they probably...

Community Welfare Service (20 Jul 2011)

Jonathan O'Brien: How will this improve waiting times for people? A lady in my area has been waiting 17 weeks for a decision on her habitual residency. In the meantime, she has had no income because the community welfare officer is unable to process any payments for her. Will this move help alleviate those waiting times? Will there be better communication?

Community Welfare Service (20 Jul 2011)

Jonathan O'Brien: It is.

Commission of Investigation Report in the Catholic Diocese of Cloyne: Motion (Resumed) (20 Jul 2011)

Jonathan O'Brien: I wish to share time with Deputy McLellan. As was previously stated this morning by my colleague, Deputy Ó Caoláin, while my party welcomes the motion, we certainly would have liked to have seen more robust wording in some areas. Yesterday's draft motion was more definitive. As someone who is a devout Catholic and who puts great stock in his faith, I must say reading the Cloyne report was...
