- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2022: Department of Agriculture, Food and the Marine (23 Nov 2022)
Charlie McConalogue: Point taken. The Deputy is a very strong advocate of the track.
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Animal Diseases (23 Nov 2022)
Charlie McConalogue: I thank Senator Lombard for raising this issue, which is obviously a very important one to our poultry sector nationally. My Department is taking the threat of avian influenza H5N1 extremely seriously, as would be expected, and is working directly and diligently to protect the integrity of the sector and our poultry farmers. We are acting proactively to protect the industry. My Department...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Animal Diseases (23 Nov 2022)
Charlie McConalogue: Anyone with captive birds should ensure that they are housed and that every possible biosecurity measure is in place to protect the birds because, obviously, the risk is high at the moment. The disease is in the wild bird population and is highly pathogenic and highly infectious, so every step must be taken. That is why I put the housing order in place. The run-up to Christmas is obviously...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2022: Department of Agriculture, Food and the Marine (23 Nov 2022)
Charlie McConalogue: We lay out the key objectives each year including to continue to support the sectors and employment in the sectors and their progress. Welfare and integrity is also crucial. We will be emphasising that this year, as we have in other years, and plan to continue to build on it. I am not sure whether there is something in particular the Deputy thinks we should be expanding on. I would be...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2022: Department of Agriculture, Food and the Marine (23 Nov 2022)
Charlie McConalogue: Thoroughbred racing, as with greyhound racing, revolves around the breeding, training and owning of thoroughbreds. The fulcrum of that is racing. In order to compete internationally and maintain the position we have whereby, for a small country, we can compete with any of the larger countries, having top-quality racing is really important. The approach taken is, apart from the horse racing...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2022: Department of Agriculture, Food and the Marine (23 Nov 2022)

- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2022: Department of Agriculture, Food and the Marine (23 Nov 2022)
Charlie McConalogue: The ICC is the competent authority for the stud books. That has been the case since 1923. Its registration software system is currently being amended to incorporate the traceability of greyhounds. This will also allow for the capture of specific details relating to each greyhound from 2021 onwards. The stud book records pedigrees, ownerships, breeding data and transfers of ownership. The...

Charlie McConalogue: I know it is a very strong track.
- Written Answers — Department of Agriculture, Food and the Marine: Agriculture Schemes (29 Nov 2022)
Charlie McConalogue: The Agri-Climate Rural Environment Scheme (ACRES) is the agri-environment climate measure under Ireland’s CAP Strategic Plan 2023 – 2027. There are two approaches available to farmers under ACRES, namely the ACRES General approach or the ACRES Co-operation approach depending on the location of their holding, with the eligibility for each outlined in the Scheme Terms and...
- Horse and Greyhound Racing Fund Regulations 2022: Motion (30 Nov 2022)
Charlie McConalogue: I move: That Dáil Éireann approves the following Regulations in draft: Horse and Greyhound Racing Fund Regulations 2022, copies of which were laid in draft form before Dáil Éireann on the 13th October, 2022. An important pillar of Government policy is to ensure that the horse and greyhound racing industries achieve their maximum potential, and in so doing,...
- Horse and Greyhound Racing Fund Regulations 2022: Motion (30 Nov 2022)
Charlie McConalogue: I thank all Deputies for their contributions today. It is important that the issue is fully considered, that the funding is fully considered, and that there is very strong oversight of it. Certainly in relation to the Horse and Greyhound Racing Fund, that is very much the case. Unlike many other funding streams, this funding comes before the Oireachtas committee every year for a full...
- Horse and Greyhound Racing Fund Regulations 2022: Motion (30 Nov 2022)
Charlie McConalogue: I am aware that the Deputy has an amendment-----
- Horse and Greyhound Racing Fund Regulations 2022: Motion (30 Nov 2022)
Charlie McConalogue: -----and I am clear that we will oppose that. I presume the Deputy will, like he did last year, probably vote against the funding.
- Horse and Greyhound Racing Fund Regulations 2022: Motion (30 Nov 2022)
Charlie McConalogue: Despite saying he is in favour of it, the Deputy will be against it. The Deputy has a very confused position on it.
- Horse and Greyhound Racing Fund Regulations 2022: Motion (30 Nov 2022)
Charlie McConalogue: While he calls for transparency on the way funding is dealt with, the fact that it comes before the Dáil and Seanad for a week every year puts Deputy Carthy in an awful bind because he does not know whether he is coming or going. The Deputy is trying to ride two horses at the one time, or as Deputy Cairns has said, to run with the hare and hunt with the hound. That is a difficult thing...
- Horse and Greyhound Racing Fund Regulations 2022: Motion (30 Nov 2022)
Charlie McConalogue: -----and particularly when a lot of the left-leaning politicians, with whom Sinn Féin wants to and was seeking to go into Government with, are so adamant that it should be opposed and should be done away with. If those sectors are depending on Deputy Carthy and Sinn Féin to actually keep the sectors alive, I believe they would be very concerned indeed.
- Horse and Greyhound Racing Fund Regulations 2022: Motion (30 Nov 2022)
Charlie McConalogue: On the 80:20 funding split, it is fair to have different views on it. Last year Deputies called for a review of the 80:20. The Deputies are Members of the Parliament and Members of the Legislature. They can make law and propose law, but they have not come forward with any proposal to change the 80:20.
- Horse and Greyhound Racing Fund Regulations 2022: Motion (30 Nov 2022)
Charlie McConalogue: Deputy Carthy can bring forward a Bill. He has done nothing since last year and he will do nothing again.
- Horse and Greyhound Racing Fund Regulations 2022: Motion (30 Nov 2022)
Charlie McConalogue: Once this is dealt with this year, there will not be a word out of him.
