Micheál Martin: Yesterday, the Minister of State, Deputy Brian Hayes, said that it is up to the Cabinet. He said he does not have sufficient money and that it is up to all of us to take part in a national debate. I take his point but what is provided for at the moment does not go anywhere near dealing with the severity of what is happening and what will happen next year and the year after.
