Paul Coghlan: I warmly congratulate the Leas-Chathaoirleach on his unanimous election and concur with the kind words offered by Members on all sides of the House. I welcome the Minister of State. He and I have become familiar faces to each other over the past five years and I am glad to see his return. I thank him and his Department for introducing this Bill and wish him well in the months, if not...
- Seanad: Copyright and Related Rights (Amendment) Bill 2007: Second Stage. (26 Sep 2007)
Paul Coghlan: I have always recognised Senator Boyle as pragmatic, thoughtful and realistic, and I am sure Senator de Búrca shares those qualities. The Bill envisages that authors will be conferred with an exclusive right to allow the lending of their works in public libraries. It foresees the establishment under regulations to be brought forward by the Minister for the Environment, Heritage and Local...
- Seanad: Copyright and Related Rights (Amendment) Bill 2007: Second Stage. (26 Sep 2007)
Paul Coghlan: The Bill is cross cutting, being sponsored by the Department of Enterprise, Trade and Employment but implemented by the Department of the Environment, Heritage and Local Government. The Bill should be seen in the light of the future of the arts in this country. The arts represent us all, in our ability to live outside ourselves, to imagine, to create, to respond, to communicate locally,...

- Seanad: Order of Business (27 Sep 2007)
Paul Coghlan: It was remiss of me yesterday when inquiring about the designated land (housing development) Bill not to congratulate the Cathaoirleach warmly on this elevation to the Chair. My colleagues are aware that I have always recognised him as a bright, intelligent fellow from Offaly. My omission was entirely inadvertent. Now that the Privacy Bill 2006 and the Defamation Bill 2006 have been...

- Seanad: Order of Business (3 Oct 2007)
Paul Coghlan: I strongly support the call by Senator Fitzgerald for a debate with the Minister for Finance, who I am sure would oblige. The landscape has altered totally and we would like to hear from him regarding the shortfall in Exchequer returns against forecast and the impact this will have across all Departments. The Leader should be able to put that issue to the Minister who, I am sure, would...

- Seanad: Copyright and Related Rights (Amendment) Bill 2007: Committee Stage (Resumed) (3 Oct 2007)
Paul Coghlan: I am sure the Minister of State will agree that Senators Norris and Ross have made some fair and equitable points. I do not think they disagree with the point about the Library Association of Ireland that was so ably advanced by Senator Leyden. We need to reflect on the core objective of this Bill. When one considers the expertise and knowledge of the Irish Writers' Union and the Irish...

- Seanad: Planning Issues (3 Oct 2007)
Paul Coghlan: I extend a warm welcome back to the Minister of State, Deputy O'Keeffe, and I am delighted he has been re-appointed. I know he will always assist. I have always respected him as an old Brendan's man, or "The Sem", as we called it. I look forward to the Minister of State's response on this matter. I have always been of the view that restrictions imposed by a number of planning authorities...
- Seanad: Planning Issues (3 Oct 2007)
Paul Coghlan: This deals with sustainable rural planning policy as the Department sees it, but it would be dangerous if the Department totally approves of this. I do not believe it should be on a legal basis. I accept the Minister is precluded from commenting further due to possible legal action. On that basis, I must rest my case for the present.
