- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: General Scheme of the Insurance (Amendment) Bill 2017: Discussion (Resumed) (8 Mar 2018)
Rose Conway Walsh: That will be up to the Government. All of this work will matter nothing if it does not reduce the cost of premiums. My experience is that they are continuing to escalate. I hope involvement from the Central Bank, and the Comptroller and Auditor General indirectly, will lead to reasonable costs for insurance.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Mr. Padraic Kissane (8 Mar 2018)
Rose Conway Walsh: I thank Mr. Kissane for all the work he has done and continues to do on behalf of people who have been and continue to be affected by this scandal. We spoke earlier of lives lost. I know that is difficult to quantify but Mr. Kissane is probably the person best able to assess how many people are not alive today because of this debacle.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Mr. Padraic Kissane (8 Mar 2018)
Rose Conway Walsh: Professor Philip Lane has told us that all customers will be compensated by the end of June.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Mr. Padraic Kissane (8 Mar 2018)
Rose Conway Walsh: The appeals process deals with the level of compensation and redress. If someone received a letter to say that they have not been impacted, is it the case that there will be no mention of an appeal mechanism?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Mr. Padraic Kissane (8 Mar 2018)
Rose Conway Walsh: We need to raise the communication to people who are told they are not impacted with the Central Bank. That would be useful. On KBC, is there a broader issue with people who bought either mortgage through a broker? Mr. Kissane touched on it in his presentation.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Mr. Padraic Kissane (8 Mar 2018)
Rose Conway Walsh: Does Mr. Kissane think that anyone will be penalised or jailed for this?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Mr. Padraic Kissane (8 Mar 2018)
Rose Conway Walsh: I understand that. On the issues of individual culpability and sanctions, it is very important to prevent a recurrence. If this is not achieved, the institutions will basically have got away with their activity, and individuals will have got away with certain behaviour. Mr. Kissane will agree the excuse of trying to save the bank is not a laudable one for what I consider criminal activity...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Tracker Mortgages: Mr. Padraic Kissane (8 Mar 2018)
Rose Conway Walsh: I understand how Mr. Kissane is trying to hone in and how he must do so to get the results he absolutely needs and that families and individuals deserve. I found it quite difficult to understand why there are not unannounced inspections by the Central Bank given the scale of the scandal. Does Mr. Kissane believe there should have been?
- Seanad: Commencement Matters: Family Resource Centres (21 Mar 2018)
Rose Conway Walsh: I thank the Minister of State, Deputy Daly, for taking this matter but I had hoped the Minister, Deputy Zappone, would be here to address the urgent need for a family resource centre in Erris, north Mayo. I welcome the recently announced additional family resource centre provision but, unfortunately, there is no provision for north Mayo. I have not intervened on this matter up to now...
- Seanad: Commencement Matters: Family Resource Centres (21 Mar 2018)
Rose Conway Walsh: I hear what the Minister of State is saying. I have worked in the middle of all of this. In the context of interagency co-operation and the work that can be done, what is needed is a family resource centre. I welcome the fact that a support worker will be in place but it is not enough. However, that is not adequate to replace the community development project and the extra family support...
- Seanad: Order of Business (21 Mar 2018)
Rose Conway Walsh: Senator Devine did indeed make a very serious error which caused much hurt to the Stack family. She has rightly profusely apologised for her unacceptable actions. Our party president, Deputy Mary Lou McDonald, acted swiftly and decisively to implement the disciplinary process which led to Senator Devine being suspended from the party for three months. Today I want to talk about this week's...
- Seanad: Electoral (Amendment) (Voting at 16) Bill 2016: Committee Stage (21 Mar 2018)
Rose Conway Walsh: I do not want the time taken up to be an impediment to the passage of this very important Bill so I will forfeit my time to the Minister of State and hope we can proceed.
- Seanad: Electoral (Amendment) (Voting at 16) Bill 2016: Committee Stage (21 Mar 2018)
Rose Conway Walsh: What we have heard today is highly disingenuous in respect of young people. It is insulting. I ask people to not insult the intelligence of young people. We speak about encouraging and helping young people but we are not listening to them. We are certainly not hearing them. They say that they do not want a referendum; they want to have the votes. We have the power to do that here and...
- Seanad: Ratification of UN Convention on the Rights of Persons with Disabilities: Statements (21 Mar 2018)
Rose Conway Walsh: I thank the Minister of State for coming into the House to discuss this important matter. I also thank him for his genuine approach and his obvious understanding of the need to support people with disabilities and to ensure they have the rights that many of us enjoy. I welcome the disability advocates and those with disabilities in the Visitors Gallery as well. I thank them for their...
- Seanad: Ratification of UN Convention on the Rights of Persons with Disabilities: Statements (21 Mar 2018)
Rose Conway Walsh: As well as all the advocates, I wish to recognise the parents of children with disabilities. They are the people I meet every day who struggle so much. They have to fight so hard on behalf of their children and when their children become adults with intellectual disabilities. We have to address this issue, and we have a huge responsibility. That is why I, together with my party, Sinn...
- Seanad: Order of Business (27 Mar 2018)
Rose Conway Walsh: I commend all the parents and families of children and adults with autism, this being autism awareness week. They do Trojan work. There are huge gaps in the services and supports and these need to be addressed for families trying to support loved ones with autism. That is something we will continue to work on. In that context I commend my colleague, Deputy Ó Caoláin, on tabling...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Overview of Operations: Strategic Banking Corporation of Ireland (27 Mar 2018)
Rose Conway Walsh: I thank Mr. Ashmore for his presentation. I read it prior to the meeting. I will hone in particularly on agricultural lending. The criteria for ineligibility means farmers in financial difficulty are excluded. That seems a bit peculiar to me. I imagine a lending situation would arise where a person is in financial difficulty. How does SBCI assess whether somebody is in financial...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Overview of Operations: Strategic Banking Corporation of Ireland (27 Mar 2018)
Rose Conway Walsh: Farmers who were in financial difficulty were not able to access this funding so it was almost the case that if they did not need the funding, they could access it. In terms of growth and development it can play a role. The perception was the funding would be accessible by those who were in financial difficulty, often through no fault of their own.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Overview of Operations: Strategic Banking Corporation of Ireland (27 Mar 2018)
Rose Conway Walsh: Is it available to fishermen?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Overview of Operations: Strategic Banking Corporation of Ireland (27 Mar 2018)
Rose Conway Walsh: It would be important that it is considered because there are many opportunities and challenges in fishing. I want to get a handle on the numbers. What are the numbers for the agriculture cashflow support loan scheme for the BMW area? I take it that it is one loan per-----
