Catherine Connolly: How is that Act being implemented?
- Joint Oireachtas Committee on Justice, Defence and Equality: Access to Justice and Legal Costs: Discussion (27 Nov 2019)
Catherine Connolly: Yes, it was commenced in July. Anecdotally, I have been told that people are not aware of the legislation. They are not aware of the possibilities, limited and all as they are.
- Joint Oireachtas Committee on Justice, Defence and Equality: Access to Justice and Legal Costs: Discussion (27 Nov 2019)
Catherine Connolly: I have a difficulty with this. In theory, it is good legislation. Likewise, in theory, the 1995 Act was also good, but it is not being used efficiently. People are not aware of the legislation. There is a gap in making people aware of it. When legislation is introduced, what is the impact on the Legal Aid Board in terms of extra staff and resources?
- Joint Oireachtas Committee on Justice, Defence and Equality: Access to Justice and Legal Costs: Discussion (27 Nov 2019)
Catherine Connolly: Where was that discussed with the Legal Aid Board? What is the format for discussion when legislation is being introduced? I use the example of the Land and Conveyancing Law Reform (Amendment) Act. Does the Government provide a format or does the Legal Aid Board?
- Joint Oireachtas Committee on Justice, Defence and Equality: Access to Justice and Legal Costs: Discussion (27 Nov 2019)
Catherine Connolly: I welcome Mr. O'Leary’s bluntness, but that is the kernel of the matter and we are only looking at one aspect of it. I did not come to barristers yet. I have run out of time. It seems to me that the Legal Aid Board must have a role in deciding whether legislation is good and is needed but also in outlining that there are implications and that the Government must carry out a...
- Joint Oireachtas Committee on Justice, Defence and Equality: Access to Justice and Legal Costs: Discussion (27 Nov 2019)
Catherine Connolly: I appreciate that. As a member of this committee, I am more interested in providing feedback to the Government to identify the gaps. Is that information coming from the board? Is it highlighting the issues? Where can we see that they are being highlighted?
- Joint Oireachtas Committee on Justice, Defence and Equality: Access to Justice and Legal Costs: Discussion (27 Nov 2019)
Catherine Connolly: No, I am talking about the impact and consequences of the legislation.
- Joint Oireachtas Committee on Justice, Defence and Equality: Access to Justice and Legal Costs: Discussion (27 Nov 2019)
Catherine Connolly: No, I mean when legislation is enacted. There is no uptake on the new Act, just like on the 1995 Act. Where is the feedback so that we can learn?
- Joint Oireachtas Committee on Justice, Defence and Equality: Access to Justice and Legal Costs: Discussion (27 Nov 2019)

- Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Island Communities (28 Nov 2019)
Catherine Connolly: Is maith liom an focal “flaithiúlacht” agus tá súil agam go mbeidh flaithiúlacht i gceist maidir le freagra an Aire ó thaobh na n-oileán de. I welcome the Minister's use of the word "flaithiúlacht". I look forward to seeing it in action in his answer to my question on the islands. Can he clarify, following communication from the Department...
- Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Island Communities (28 Nov 2019)
Catherine Connolly: I am certainly aware of how magnificent the Aran Islands are in every way, from the point of view of geography and people. A policy on the islands has been drafted and each Department has been specifically asked about its actions. When was the Minister's Department contacted by the Department of Culture, Heritage and the Gaeltacht? What actions has it taken in regard to the islands? I ask...
- Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Island Communities (28 Nov 2019)
Catherine Connolly: I have no difficulty with the tone of the Minister's comments and what he is saying. I ask for a more specific plan, which is what the Department of Culture, Heritage and the Gaeltacht asked for because of the vacuum and challenges facing the islands and the drop the population. This is urgent and all Departments must play a role. I welcome the broadband plan, but not the price of...

- Public Accounts Committee: Business of Committee (28 Nov 2019)
Catherine Connolly: I agree with the Chairman. I welcomed the letter and did so at the launch of the report. I welcome the clarification on the period 2005 to 2019. I urge members to read the documentation to have accurate information when there is talk of a surge in the numbers. There has not been a surge, as the graph illustrates. There is not much difference between numbers in the period from 2005 until...
- Public Accounts Committee: Business of Committee (28 Nov 2019)
Catherine Connolly: I welcome this. I do not know how it ever included barring orders on an indicative list. Certainly if it has learned that much it is to be welcome. I welcome that barring orders have been removed. In the letter Ms Hanney states, "I wish to clarify that barring orders and decisions of the Family Law Courts are neither specifically requested nor required by SUSI". The letter then makes the...
- Public Accounts Committee: Business of Committee (28 Nov 2019)
