- Select Committee on Justice and Equality: Criminal Records (Exchange of Information) Bill 2019: Committee Stage (20 Nov 2019)
Catherine Connolly: I seek clarification on the issue of spent convictions. I know we are updating our legislation in this area. What information is shared in respect of spent convictions? I hope it is none. Will the Minister clarify the situation?
- Select Committee on Justice and Equality: Criminal Records (Exchange of Information) Bill 2019: Committee Stage (20 Nov 2019)
Catherine Connolly: I welcome that and it is very positive but is there provision to ensure that spent convictions are not shared with other countries? That is my question. Has this happened on an ad hocbasis up to now?
- Select Committee on Justice and Equality: Criminal Records (Exchange of Information) Bill 2019: Committee Stage (20 Nov 2019)
Catherine Connolly: One would hope so but we must ensure that is the case, must we not?
- Select Committee on Justice and Equality: Criminal Records (Exchange of Information) Bill 2019: Committee Stage (20 Nov 2019)
Catherine Connolly: I will raise two quick matters, although Brexit is never quick. In the event of England departing without an agreement, how stands our agreement with England? What is the situation in respect of information already shared? Perhaps it is nothing but countries differ and some include matters in the sharing of information that we would not. Some countries would designate certain actions as...
- Select Committee on Justice and Equality: Criminal Records (Exchange of Information) Bill 2019: Committee Stage (20 Nov 2019)
Catherine Connolly: My last question was on the differences between countries and where something is a crime in one country and not in another. The bigger question is that this has been operating on an ad hocbasis for quite some time. What problems and challenges have emerged over that time? Has the Department of Justice and Equality done a review to see what difficulties there are with the type of...
- Select Committee on Justice and Equality: Criminal Records (Exchange of Information) Bill 2019: Committee Stage (20 Nov 2019)
Catherine Connolly: No, it is just a general point and it happened lately with the Civil Legal Aid Act 1995 and the poor uptake on same. It seems to me as a general point that the Department might look at issues such as that as a learning exercise. The Civil Legal Aid Act 1995 is good. It is off topic but it is the same point. The legislation was brought in and the uptake by victims was low but there has...
- Select Committee on Justice and Equality: Criminal Records (Exchange of Information) Bill 2019: Committee Stage (20 Nov 2019)
Catherine Connolly: What does that mean? Does it mean we will not share that information or we will share it? If it is spent in this jurisdiction, will we share that?
- Select Committee on Justice and Equality: Criminal Records (Exchange of Information) Bill 2019: Committee Stage (20 Nov 2019)
Catherine Connolly: Perhaps that could be clarified in the course of the process because it is important.
- Select Committee on Justice and Equality: Criminal Records (Exchange of Information) Bill 2019: Committee Stage (20 Nov 2019)
Catherine Connolly: I have made my point but it brings home the need for a review. I take the Minister's point about the term "ad hoc", but with a system that does not have statutory undertaking for such a long period of time, a review is essential. Similarly, with legislation that is in place but is not being taken up, reviews are essential. That is the bigger point. That review should be informing the...
- Select Committee on Justice and Equality: Criminal Records (Exchange of Information) Bill 2019: Committee Stage (20 Nov 2019)
Catherine Connolly: There are two issues, namely, the Criminal Justice (Victims of Crime) Act 2017 and, generally, the operation of a system without a statutory basis being changed. That is welcome but there has been no review of the problems, challenges or success of this system without a statutory underpinning so we can be properly informed.
- Select Committee on Justice and Equality: Criminal Records (Exchange of Information) Bill 2019: Committee Stage (20 Nov 2019)
Catherine Connolly: Yes.
- Supporting Children out of Emergency Accommodation and into Homes: Statements (21 Nov 2019)
Catherine Connolly: Despite my efforts and those of my colleagues on the left, I am ashamed to be part of a system and a Dáil which think it is okay to have 10,397 people, of whom 3,873 are children, in homelessness as of 29 October. We do not even have the up-to-date figures. I am deeply ashamed of that even though I have done my best. I listened to an eight and a half page speech from the Minister of...
- Mental Health: Statements (Resumed) (21 Nov 2019)
Catherine Connolly: Yes, with five minutes each. I have checked back on speeches and I am looking at one I could read out again to the Minister of State. It is my own, from April 2017, over two and a half years ago. We do not need to reinvent the wheel and give personal anecdotes of all of our experience with mental illness and mental health services. I come from Galway where, unfortunately, there is a group...
- Report on Island Fisheries (Heritage Licence) Bill 2017: Motion (21 Nov 2019)
Catherine Connolly: I welcome the opportunity to take part in this debate. I thank my colleague, Deputy Pringle, for outlining the situation and the report from the committee. I will not repeat what he said but I will place the matter in perspective. Less than two months ago, on 17 September, the Dáil passed a motion which I had the privilege of moving, regarding development of a policy for the islands....
- Written Answers — Department of Finance: Budget Submissions (21 Nov 2019)
Catherine Connolly: 58. To ask the Minister for Finance the number of pre-budget submissions received by his Department in relation to budget 2020; the number of these he read in full; the organisations to which they refer; the number summarised by officials for his information; the organisations to which they refer; the number of organisations his Department met following their submission; the procedure...
- Written Answers — Department of Health: Nursing and Midwifery Board of Ireland (21 Nov 2019)
Catherine Connolly: 151. To ask the Minister for Health further to Parliamentary Question No. 368 of 16 April 2019, the additional funding his Department will provide towards the delayed digitalised registration system in the Nursing and Midwifery Board of Ireland in addition to the contribution already made of €44,480; if the NMBI will be funding the remainder of the total project cost of...
- Public Accounts Committee: Business of Committee (21 Nov 2019)
Catherine Connolly: I do not understand it either. A number of things have happened. The Department carried out a review. It did not give us the results of that, but told us what it did as a result of it. It did not say what difficulties it discovered with the apportionment methodology. It also said it was never a profit because it had to be used for school transport.
- Public Accounts Committee: Business of Committee (21 Nov 2019)
Catherine Connolly: So in essence, what is wrong with that? It should be run on a cost recovery basis, should it not? It is not a profit-making business so it should be run on a cost and they should be able to show this was the cost, this was the surplus.
- Public Accounts Committee: Business of Committee (21 Nov 2019)
Catherine Connolly: That is the policy objective, so where is the difficulty? I am getting lost.
- Public Accounts Committee: Business of Committee (21 Nov 2019)
Catherine Connolly: I understand, that is what I am trying to tease out myself.
