Ciarán Cannon: The Bill does not exclude such people; in fact, it is very inclusive. I understand there is ongoing consultation between my Department and the Department of Social Protection on how all classes of people who are challenged by unemployment but are not within the narrow confines of the social welfare protection system can be facilitated.
