Martin Browne: The making of agreements with people who have been found guilty at a District Court level to pay into a poor box or fund will not be a deterrent to any person engaged in this practice. I would imagine there is a lot of money involved in it, so having to make a small donation to Dogs Trust or any other organisation is not a deterrent.
