Leaders' Questions (23 Oct 2013)

Micheál Martin: The Taoiseach's response is incredible. He said that he does "not accept that". What does he not accept? Is he holding to the line that this is only for "gold-plated" insurance policies? That is what the Minister for Finance said on budget day, while not affecting the majority of individuals who avail of more standard levels of medical cover. Even by his own admission and by that of the...

Leaders' Questions (23 Oct 2013)

Micheál Martin: But this is.

Leaders' Questions (23 Oct 2013)

Micheál Martin: Nobody is scaremongering.

Order of Business (23 Oct 2013)

Micheál Martin: Who is that?

Order of Business (23 Oct 2013)

Micheál Martin: So, it is not the Opposition.

Order of Business (23 Oct 2013)

Micheál Martin: In recent weeks, access to general practitioners, GPs, and medical cards has been a burning issue. Many will have been moved by the testimony of the Jack and Jill Children's Foundation to the health committee in respect of children who are very ill, many with life-limiting conditions. The majority of people would agree that medical cards should be available to children irrespective of age.

Order of Business (23 Oct 2013)

Micheál Martin: The health (general practitioner medical service) Bill.

Order of Business (23 Oct 2013)

Micheál Martin: It relates to forthcoming legislation. Many would agree that children with disabilities or special needs should be the first cohort to get access to medical cards irrespective of age. When will the health (general practitioner medical service) Bill, which I understand will provide GP services only to those aged under five years, be forthcoming and will it take into consideration my...

Order of Business (23 Oct 2013)

Micheál Martin: This session.

Order of Business (23 Oct 2013)

Micheál Martin: The Government will sneak it in through regulation.

Order of Business (23 Oct 2013)

Micheál Martin: Deputy Mathews is correct. He should be allowed to contribute to the debate.

Order of Business (23 Oct 2013)

Micheál Martin: Maybe the Taoiseach will do so.

Pre-European Council Meeting: Statements (23 Oct 2013)

Micheál Martin: When these pre-summit debates were introduced in 2011, the Government stated that it intended to ensure the Dáil had a real input into Ireland's policy at the most important level of the European Union. This is the 19th session we have had since then and there has been more than enough time to draw conclusions about their effectiveness. Unfortunately, this is yet another area where the...

Order of Business (24 Oct 2013)

Micheál Martin: We are not in favour of what is proposed for tomorrow. We have already outlined why we believe the Committee Stage of the Social Welfare and Pensions Bill should be delayed until after next week so that there is sufficient reflection on the Second Stage debate. The question to be put to the Dáil tomorrow requires that only amendments prepared and put by the Minister can be voted upon....

Order of Business (24 Oct 2013)

Micheál Martin: Above all there should be a separation between the Second Stage and the Committee Stage of a Bill if we are serious about it. The fact that Committee Stage will be rammed through tomorrow will mean that no amendments, ideas or change will be entertained.

Order of Business (24 Oct 2013)

Micheál Martin: That is the obvious implication of what is to happen tomorrow. Given that the measures will not take effect until January, there is no imperative for us to proceed as proposed tomorrow. The Government wants to ram this through as quickly as possible to shut down dissent and stop the negative publicity that may arise from the Bill in the hope that people will forget about it in due course.

Order of Business (24 Oct 2013)

Micheál Martin: On a point of order-----

Social Welfare and Pensions Bill 2013: Second Stage (24 Oct 2013)

Micheál Martin: Can you just explain where? The order is No. 11a, No. 11b and No. 3a. Is that correct?
