Shane Cassells: I mentioned signing off on files.
- Directly Elected Mayors: Statements (24 Jan 2019)
Shane Cassells: Yes but I did not get into the nuance or the strategic nature of the issue. I did not use the term "one-off planning application" in my contribution.
- Directly Elected Mayors: Statements (24 Jan 2019)
Shane Cassells: Indeed. I referred to signing off in a line manager and director of services capacity having received a report from a planning official. That is what I said.
- Directly Elected Mayors: Statements (24 Jan 2019)
Shane Cassells: That is fair enough.
- Public Accounts Committee: Business of Committee (24 Jan 2019)
Shane Cassells: I have no intention of holding up proceedings. This was not just an issue in terms of moneys paid by the Department. There were the protracted discussions when the Irish Greyhound Board came before the committee and we were trying to extract answers on the massive amounts of money of which it is in receipt from the Exchequer. As Deputy Catherine Murphy stated, a very coincidental amount...

Shane Cassells: The Deputy can correct me afterwards.

Shane Cassells: In response to Deputy Cullinane, the Comptroller and Auditor General stated that he would need professional advice.
- Public Accounts Committee: Business of Committee (24 Jan 2019)
Shane Cassells: In the context of making a determination on the value, will the Comptroller and Auditor General inform the committee that he cannot get involved because it was a policy decision taken by the Department of Education and Skills and that if the latter wants a facility in an area, it will end up paying whatever price is demanded? On the process involved, the Chairman used the term "remarkable...
- Public Accounts Committee: Business of Committee (24 Jan 2019)
Shane Cassells: I appreciate that we cannot prejudge. I share Deputy Connolly's frustration. This was a major transaction. I do not want to see another set of witnesses come in, bluff the committee and leave again. Quite frankly, some of what was said during the meeting with the Irish Greyhound Board was remarkable. We need significant examination of the matter.

- Juvenile Crime: Motion [Private Members] (30 Jan 2019)
Shane Cassells: I thank the Minister of State. I am pleased to have the opportunity to contribute to the debate. I pay particular tribute to our justice spokesperson, Deputy O'Callaghan, on bringing this important motion forward. The Leas-Cheann Comhairle would know about his work in engaging with communities throughout Ireland over the past 18 months. He has toured Ireland, he has met communities in...
- Local Government (Rates) Bill 2018: Second Stage (30 Jan 2019)
Shane Cassells: I thank the Minister of State, Deputy Phelan, for outlining the provisions of the Bill. As he said, this is the first step in many years towards modernisation of the commercial rates system. Those of us who were councillors and have dealt with council budgets - I dealt with 17 during my time as a councillor - will know that the old chestnut was the pressure from managers on councillors at...

- Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)
Shane Cassells: I welcome our guests. A lot of figures have already been quoted. I want to keep things straight so we can focus on drilling down into the figures. In answering the Chairman's question about the €637 million, Mr. Breslin said that was not inclusive of VAT. That is at odds with what the then Minister for Health, Deputy Varadkar, said in April 2016. He said it was an all-in figure,...
- Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)
Shane Cassells: Yes, certainly.
- Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)
Shane Cassells: One cannot get more conclusive than the Minister saying "all in". I want clarification on the €637 million, which has been referred to and asked about. What were phase A groundworks at the time of the business case being priced at?
- Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)
Shane Cassells: Okay, so €100 million all in. Phase A works are nearing completion. Is that correct?
- Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)
Shane Cassells: What are they likely to come in at? Are they likely to come in on budget, at around that €100 million mark?
- Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)
Shane Cassells: It is important to note that they of course had a detailed design. They are coming in pretty much on budget which means that phase B of that €637 million was coming in at €500 million plus, yet we see a project where the add-ons alone are now equalling or exceeding the original business case price. Correct?
