- Seanad: Road Traffic (No. 2) Bill 2011: Committee and Remaining Stages (29 Sep 2011)
Rónán Mullen: As already stated, when considering these issues we must not just think in terms of deaths, we must also consider the position regarding serious injuries, particularly as the figures relating to the latter are quite high. The reduction in the numbers of fatalities is taking place against the background of an increase in both the number of vehicles using the roads and the number of young...
- Seanad: Road Traffic (No. 2) Bill 2011: Committee and Remaining Stages (29 Sep 2011)
Rónán Mullen: I thank the Minister for his reply. The final point he made was his strongest. I acknowledge what he said in that regard. What would normally happen in a situation such as this - even when amendments are drafted perfectly - is that a Minister would ask that the amendment be withdrawn and that he or she would reflect on the matter and return to it on Report Stage. That is really the logic...

Rónán Mullen: The argument is somewhat wobbly.
- Seanad: Order of Business (4 Oct 2011)
Rónán Mullen: Last week, the Minister for Children and Youth Affairs delivered an address on the occasion of the publication of a report by Amnesty International on institutional abuse and she used the word "deference" to describe some of the causes of what went on in our institutions and why people and children, in particular, were not protected. She mentioned deference to the authorities running the...
- Seanad: Order of Business (4 Oct 2011)
Rónán Mullen: That is not how I put it.
- Seanad: Order of Business (4 Oct 2011)
Rónán Mullen: I will try to find out who he is and I will name him in the Seanad.
- Seanad: Order of Business (5 Oct 2011)
Rónán Mullen: I concur with the comments of Senators Crown and Walsh about religious freedom and also with the comments of Senator Barrett about the teaching of languages and the RIA report. It is important that we focus on providing opportunities for students to learn foreign languages starting at primary school. We see the problems of an overcrowded curriculum. We now have disparate voices, with some...
- Seanad: Order of Business (5 Oct 2011)
Rónán Mullen: It is all part of my request for a debate on media standards. We must have an opportunity to tease out these issues in a considered way. This does not imply Senators putting forth their own personal gripes against the media; I am talking about a more considered type of debate. For example, one of our colleagues was wrongly accused of making representations in this Chamber on behalf of...
- Seanad: Order of Business (5 Oct 2011)
Rónán Mullen: I am asking the Leader for an early debate on standards in the media, not as an opportunity for us to vent personal gripes but in order to discuss the power of the media in this country and to seek to construct a culture where the media operate fairly and as facilitators of truth.
- Seanad: Order of Business (5 Oct 2011)
Rónán Mullen: On a point of order, I find Senator O'Neill's point interesting but it needs to be said, because it can sometimes be forgotten, that there is a convention in this House that we do not refer to the absence of other Members. Does that convention still stand?
- Seanad: Presidential Elections: Motion (Resumed) (5 Oct 2011)
Rónán Mullen: They gave him a good send-off.
- Seanad: Presidential Elections: Motion (Resumed) (5 Oct 2011)
Rónán Mullen: TréaslaÃm le mo chomhghleacaithe ó Shinn Féin as an rún seo a chur faoinár mbráid inniu. Tá sé tábhachtach plé a dhéanamh ar na ceisteanna tábhachtacha seo ag an bpointe seo. I congratulate my colleagues from the Sinn Féin Party for putting this matter forward for discussion. I had some conversations with the party yesterday and, the more I read it, the more I feel it is not...
- Seanad: Order of Business. (11 Oct 2011)
Rónán Mullen: Before making my contribution I may be able to assist the Cathaoirleach on one point arising from Senator O'Brien's contribution. The operation of the sub judice rule exists so as not to prejudice proceedings that may be taking place in the courts. I have taken legal advice on this specific point because I come from the parish in question. As long as one confines oneself to the apology and...
- Seanad: Order of Business. (11 Oct 2011)
Rónán Mullen: This is a point of order as I am explaining a legal point. Other institutions in our society in the past have been rightly criticised for taking a too conservative approach with regard to legal advice. If we do the same it will be to the detriment of our job in the Seanad. Confining myself to issues in the public domain, Senator Bacik is right to a certain extent.
- Seanad: Order of Business. (11 Oct 2011)
Rónán Mullen: With due respect, I have taken legal advice on this very point and I am honouring the conventions and requirements of the Seanad.
- Seanad: Order of Business. (11 Oct 2011)
Rónán Mullen: We could get to the stage where we are both invited to publicise our legal advice and its origins.
