Brian Cowen: This is a matter of procedure. Of course, when a proposal is brought forward it will be considered by the Government. The Minister for Justice, Equality and Law Reform has indicated it is his intention to devise such a proposal in due course and it will be considered by Government, and when Government makes a decision, that decision will be communicated to the public.
