Shane Ross: It is absolutely clear that the funds are ring-fenced. They do not go towards the payment of the salary of anybody. That is clear.

Shane Ross: The Deputy was asking me about taxpayer's funding. It goes towards programmes. As the Minister of State, Deputy Griffin, said, we are determined to ensure no one who benefits from the programmes will suffer, for good reasons I am sure the Deputy will share with me.
