Shane Ross: I do not doubt the good intentions of Senator Norris in this at all, but I repeat what I said. He is looking for a fundamental change to the Planning and Development Acts, and certainly this is not the right place for that. In reply to Senator Humphreys, everything that is available in the existing planning arrangements are available under this Bill.
