Matt Shanahan: There is much to admire in the shared island initiative as it gingerly tries to figure out how we can all live on this island together. Given the demographic destiny that is beating like a Lambeg drum now, it might prove to have been a little too slow and too careful in getting the well-meaning enhanced co-operation, connection and mutual understanding in place before events take over....
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Engagement with Chairperson of the Health and Safety Authority (25 Oct 2023)
Matt Shanahan: I congratulate Ms Byron on her important appointment. Before I speak about the HSA, I will go back to her previous role in the insurance sector, which is important to this committee. Ms Byron was previously the CEO of PIAB and a past chairperson of the Motor Insurers Bureau of Ireland. It appears that the judicial guidelines are having an effect on compensation.

Matt Shanahan: I was just seeking an opinion.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Engagement with Chairperson of the Health and Safety Authority (25 Oct 2023)
Matt Shanahan: I thank Ms Byron. Getting to her role in the HSA, she has succinctly highlighted the challenges and the good work the HSA has been doing for a number of years. That is plain to be seen, particularly in the construction sector. Anybody who has worked in that sector over the past 20 years will have seen a marked change in culture and compliance. Certainly, in larger building concerns,...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Engagement with Chairperson of the Health and Safety Authority (25 Oct 2023)
Matt Shanahan: Someone trying to get a certification redone might be waiting three months, during which time that person is out of certification and an employer cannot bring him or her onto a site. It seems that there may need to be more accredited people to do the training. The issue of solar panels, rigging and so forth was mentioned. It is an important area that we need to consider. Ms Byron will...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Engagement with Chairperson of the Health and Safety Authority (25 Oct 2023)
Matt Shanahan: We are still waiting for the Minister to produce a national hydrogen strategy. It will be an important sector for Ireland, so it would be good to understand the technical safety requirements. I am sure that the HSA will have a large role to play in that. Perhaps it will work closely with the new technological universities to ensure that we have suitably educated people to regulate this space.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Engagement with Chairperson of Enterprise Ireland (25 Oct 2023)
Matt Shanahan: I welcome Mr. Carey and his team. I congratulate him on his appointment. I have had some engagement with Enterprise Ireland over the years and the previous CEO. I did not know the Chairman but the CEO, Julie Sinnamon, did a great job. To be fair, Enterprise Ireland has a very good leadership team now with Leo Clancy and the others. I wish them all the best. I am on the record a number...

Matt Shanahan: Could I just make one final comment?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Engagement with Chairperson of Enterprise Ireland (25 Oct 2023)
Matt Shanahan: One other programme in EI was the larger supportive innovation centres where it was paying for innovation site managers to come in and they were given a salary for a year or two in the hope that an enterprise would become self-sustaining. EI has supported a model like that in Waterford which has been very successful. I ask Mr. Carey to look at that again. I know some of the funding is now...

- Housing: Motion [Private Members] (7 Nov 2023)
Matt Shanahan: In the couple of minutes I have, I will point out a couple of areas where the law of unintended consequences has come to bear and maybe the Government can have a look at it. The first is in the area of housing bodies. They have become too top heavy, too administratively onerous. It is causing increased costs and it means that the small and medium-sized builders are avoiding dealing with...
- Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (8 Nov 2023)
Matt Shanahan: Our banking sector is failing those in gambling addiction recovery. I am referencing the failure of the Irish banks, aside from Revolut, to offer gambling blocks to payment cards. This provides people with the option of preventing any and all gambling activity for 24 to 48 hours while they consider and fully contemplate the decision. The protocols are widespread and available in the UK...
