If we were to set a 2030 target, should the State include in it forestry, grasslands, bog revitalisation and the deposit of carbon in the Kinsale gas field? If the parameters are not in place in terms of what one is counting, what does the target mean?

Kevin Humphreys: We have a goal to work towards for 2020, which will be quite difficult. The Government must ensure it hits this target with all of the parameters included. Many have pointed out that the 2030 targets are so vague because we have not got the 2015 negotiations sorted. Forestry should have been included in our 2020 target and it was not.
