- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2023: Department of Agriculture, Food and the Marine (22 Nov 2023)
Paul Daly: I welcome the Minister and his officials. As required, I put on record that I have a racehorse in training, which I bred myself, so I am an owner and a breeder. I am a director and former chairman of Kilbeggan Race Company Limited. It will be no shock to anybody that I welcome the fund. There is a lot of debate about this fund annually. It has to come before us annually and that...
- Seanad: An tOrd Gnó - Order of Business (28 Nov 2023)
Paul Daly: I wish to be associated with the expressions of sympathy on the passing of Tras Honan. While I did not know Tras, I knew her sister, Carrie Acheson, very well through my involvement with the National Ploughing Championships. I send my sympathies to the entire family. Today, I will raise an issue I feel very strongly about. It is related to the events of last Thursday. Since those events,...

- Seanad: Finance (No. 2) Bill 2023: Second Stage (28 Nov 2023)
Paul Daly: I will be brief. Having the benefit of sitting in the Chair for the last hour I will not rehash some of the things that have been said. Having said that, I will contradict myself and say that the one point I will make has been made by two previous speakers. It is something I have worked on and have had a lot of communication on with the Minister, Deputy McGrath. It is the area of the...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Brexit Adjustment Reserve Fund: Discussion (29 Nov 2023)
Paul Daly: As Mr. Conroy said, the Department of Public Expenditure, NDP Delivery and Reform is administering this. That was my first question. How much of the €1.015 will actually be spent? We all hope that no money is sent back given that it is available and needed. We have had many meetings with representatives from the sheep sector. They made strong arguments on how Brexit had affected...

- Joint Oireachtas Committee on Agriculture, Food and the Marine: Brexit Adjustment Reserve Fund: Discussion (29 Nov 2023)
Paul Daly: Basically, if the national beef welfare scheme, the national dairy welfare scheme and the bovine genotyping programme are existence next year, they will have to be funded by the Exchequer.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Brexit Adjustment Reserve Fund: Discussion (29 Nov 2023)
Paul Daly: I know the officials do not know and cannot tell me but I asked about the sheep sector. We had a lot of representation from the sheep sector and without becoming an enemy of all sheep farmers out there, I accept what the officials said, that it did not qualify. However, I will find it very hard to go back and face them if it is revealed in 2024 that some of this fund was not used.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Brexit Adjustment Reserve Fund: Discussion (29 Nov 2023)
Paul Daly: I propose that the committee, based on the information we received this evening, writes to the Minister seeking an update on the status of the schemes mentioned, including the national beef welfare scheme, the national dairy beef welfare scheme, and the genotype programme, based on the fact the BAR funding is now complete, and what their status is going forward.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Brexit Adjustment Reserve Fund: Discussion (29 Nov 2023)

- Seanad: Horse and Greyhound Racing Fund Regulations 2023: Motion (29 Nov 2023)
Paul Daly: I welcome the Minister and I second the motion. It is necessary at the outset that I would declare my interest in the sector. As is well known and has been put on the record previously: I am a farmer who owns horses; I am a director of Kilbeggan Racecourse, one of the smallest racetracks in the country; and I am a former chairperson of same. The horse and greyhound racing industries have a...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Governance Issues: Irish Horseracing Regulatory Board (Resumed) (29 Nov 2023)
Paul Daly: It is well known out there that I have interests in the racing sector as a former chairperson of Kilbeggan Racetrack and a current director. I have horses, although they are very slow, and I have an interest in the sector. I need to put this on the record. Winding back to where we started, and I think it was de Valera who said "before I was so rudely interrupted", we nearly got this meeting...
