Jack Chambers: That is a very serious issue. A number of State bodies are involved in oversight and inspection. People are being promoted despite complaints of a serious nature, which a protected disclosure warrants, having been made about them, and that is concerning. At the same time, everyone is entitled to his or her fair name. A careful balance is required. That is an issue, as is how careful...
