When it reported in 2009, there was no jurisdiction over an Irish national who committed an offence abroad where he or she did not have the status of a public official. In criminal law, opinion evidence means something very specific and relates to expertise and a certain level of knowledge whereas suspicion requires a much lesser degree of knowledge or expertise.
