Horse Racing Ireland Bill 2015: Report and Final Stages (20 Jan 2016)

Éamon Ó Cuív: One of us has the wrong name. Deputy Mathews is more into horse racing than I would be. Have we got the name right or has Deputy Ferris got it right? The Minister might be able to inform us.

Horse Racing Ireland Bill 2015: Report and Final Stages (20 Jan 2016)

Éamon Ó Cuív: The racehorse owners are absolutely integral to the industry. I hope the racehorse owner would never put somebody on the board of HRI who would be less than capable. If we made it a provision that racehorse owners would automatically have somebody on the media rights board, it would be guaranteed that an absolutely excellent person would be on the media rights committee. The Minister's...

Horse Racing Ireland Bill 2015: Report and Final Stages (20 Jan 2016)

Éamon Ó Cuív: Yes. I hope that racehorse owners, who have such an amount to lose by not putting absolutely excellent people on the HRI board, would never allow a situation where somebody who was on the board of HRI was not excellent in every way. Therefore, I do not see that one is imposing less than excellence by saying that there must a representative of the Association of Irish Racehorse Owners on the...

Horse Racing Ireland Bill 2015: Report and Final Stages (20 Jan 2016)

Éamon Ó Cuív: I move amendment No. 36:In page 16, line 21, after “subsection (1)” to insert the following:“after appropriate deductions for the reasonable requirements of the Racing Regulatory Body to ensure it maintains appropriate independent functions and infrastructure”. We are proposing that out of this money there can be an appropriate deduction for the reasonable...

Horse Racing Ireland Bill 2015: Report and Final Stages (20 Jan 2016)

Éamon Ó Cuív: I know the problems with wording and the Parliamentary Counsel and I am not saying we have got the wording 100% right. Will this Bill go to the Seanad next week?

Horse Racing Ireland Bill 2015: Report and Final Stages (20 Jan 2016)

Éamon Ó Cuív: If it does and if the Parliamentary Counsel want to amend the terminology in the Seanad it can come back here for two minutes and we will put it through, I assure the Minister. With that caveat it will be very good if the Minister accepts it now.

Written Answers — Department of Agriculture, Food and the Marine: Basic Payment Scheme Eligibility (20 Jan 2016)

Éamon Ó Cuív: 91. To ask the Minister for Agriculture, Food and the Marine if it is too late for persons to be considered for or to apply for automatic entitlements for lands declared under the 2015 basic payment scheme; if it is, will the Scottish derogation scheme be available in 2016 to allow persons to apply for automatic entitlements; and if he will make a statement on the matter. [2392/16]

Written Answers — Department of Agriculture, Food and the Marine: Agriculture Scheme Payments (20 Jan 2016)

Éamon Ó Cuív: 98. To ask the Minister for Agriculture, Food and the Marine when outstanding payments are due to issue under the 2015 basic payment scheme and the 2015 areas of natural constraint scheme following a land parcel identification system re-evaluation carried out in respect of a person (details supplied) in County Galway; the outstanding payments due per scheme and per year; the reason for the...

Éamon Ó Cuív: 108. To ask the Minister for Agriculture, Food and the Marine when payment will issue to a person (details supplied) in County Galway under the 2015 basic payment scheme and the 2015 areas of natural constraint scheme; the reason for the delay; and if he will make a statement on the matter. [2499/16]

Ceisteanna - Questions - Priority Questions: Farm Household Incomes (21 Jan 2016)

Éamon Ó Cuív: 1. To ask the Minister for Agriculture, Food and the Marine his views on the latest Teagasc report that family farm incomes were down 9% in 2015; and if he will make a statement on the matter. [2366/16]

Ceisteanna - Questions - Priority Questions: Farm Household Incomes (21 Jan 2016)

Éamon Ó Cuív: We must be concerned about the average reduction of 9% in farm incomes. Can the Minister confirm that this is mainly due to the reduction in the price of milk and that there has been a catastrophic drop in the incomes of dairy farmers last year which is impacting, in particular, on farmers with high borrowings? What will be done to rectify this issue?

Ceisteanna - Questions - Priority Questions: Farm Household Incomes (21 Jan 2016)

Éamon Ó Cuív: We are talking about a drop of income in the dairy sector from €68,000 to €48,000. That is not hugely above the average industrial wage. In this case we are discussing people who are on the job for 365 days a year. With regard to income in the other sectors increasing, the Minister will be aware that incomes in those sectors are very small. Is he concerned that this huge...

Ceisteanna - Questions - Priority Questions: Farm Household Incomes (21 Jan 2016)

Éamon Ó Cuív: Yes, but that still does not deal with the key problem we face, that despite the good grazing season, there is still a €20,000 drop in average dairy farm income. Many people are doing better than that but for every person who is doing better, there is somebody who is doing a lot worse. What will be done in particular for those who borrowed substantially and for new entrants? They...

Ceisteanna - Questions - Priority Questions: Beef Exports (21 Jan 2016)

Éamon Ó Cuív: 4. To ask the Minister for Agriculture, Food and the Marine to set out the steps he is taking to protect farmers and address the increased price differential between Irish and British beef in British supermarkets, contrary to the Single Market; and if he will make a statement on the matter. [2367/16]

Ceisteanna - Questions - Priority Questions: Beef Exports (21 Jan 2016)

Éamon Ó Cuív: As the Minister is aware, there is great concern in the beef industry about the widening gap between the price paid to Irish farmers, as against British farmers, in the British market. The beef forum confirmed that the gap had widened to 82 cent per kilogram or €293 a head last year. I understand at the moment it is €1 per kilogram. What steps is the Minister going to take to...

Ceisteanna - Questions - Priority Questions: Beef Exports (21 Jan 2016)

Éamon Ó Cuív: It is funny that others in the European Union are not half as sanguine as the Minister about the dominance in the market of a small number of retailers and processors. Every time I have gone over there, they have shared my great concern that there is what we call the hourglass effect. In other words, there is dominance in the centre and basically beef farmers are price takers not price...

Ceisteanna - Questions - Priority Questions: Beef Exports (21 Jan 2016)

Éamon Ó Cuív: There has been a major failure to develop the live trade in recent years and the percentage of cattle exports fell last year by 25%. Does the Minister now accept that beef farmers are likely to come under tremendous pressure in the second half of this year - there could be between 50,000 and 80,000 extra cattle coming out - because of the lack of live exports last year? Is the Minister...

Other Questions: Beef Exports (21 Jan 2016)

Éamon Ó Cuív: 6. To ask the Minister for Agriculture, Food and the Marine why Irish beef exports to the United States of America in 2015 were significantly down on the target he set in February 2015; and if he will make a statement on the matter. [2309/16]

Other Questions: Beef Exports (21 Jan 2016)

Éamon Ó Cuív: Last year, the Minister announced the opening of the American beef market with great fanfare, and predicted that the exports would be worth between €50 million and €100 million. The truth is far different. Only €11 million worth of beef was exported to the US. How did this discrepancy arise and how did the Minister get it wrong by such a massive factor?
