Matt Carthy: I appreciate other members are looking to come in. I am going to ask my question for the third time. Assuming the Department's legal advice is correct, that means a change in legislation is required. Mr. Forde stated any change in legislation needs to take place at European level.

Matt Carthy: We know European law will not change unless, at the very least, a government asks for it to change. I am trying to get a sense of whether the Department accepts there is a problem and that the law needs to change so that we can begin the process of seeking that change. I will leave it at that.
