Seanad: An tOrd Gnó - Order of Business (29 Jul 2020)

Victor Boyhan: Last week I spoke about the cervical cancer scandal. I requested that we look at it and asked that a Minister attend here. Since I spoke there was an article in the Sunday Independentby Vicky Phelan. For those who may not have read it, she wrote a compelling and moving appeal to what she described as those in power - the people in the Houses of the Oireachtas. Sadly we do not have Vicky...

Seanad: Social Welfare (Covid-19) (Amendment) Bill 2020: Second Stage (29 Jul 2020)

Victor Boyhan: I listened to some of the contributions outside the Chamber and it has been a good debate. I warmly welcome the Minister to the House and wish her well in her Ministry. These are difficult times for anyone in government. Issues have to be addressed head-on, hard decisions have to be taken and the ramifications of those decisions have to be taken on board. Minister are expected to come to...

Seanad: An tOrd Gnó - Order of Business (31 Jul 2020)

Victor Boyhan: I concur with the previous speakers. Today we deal with very important legislation, the Residential Tenancies and Valuation Bill 2020. Let us hope we do not have a reoccurrence of what happened in the Lower House yesterday. I appeal to all democrats to support open, healthy discussion. As a revising chamber, it is our job to revise legislation and to look at all amendments and to give...

Seanad: An tOrd Gnó - Order of Business (18 Sep 2020)

Victor Boyhan: I thank the Leader for presenting the proposed Order of Business for our consideration today. I second Senator Norris's proposed national screening advisory committee Bill. I acknowledge what Senator Chambers said in respect of the minors in Lesbos. It is important. I lived in Greece for a number of years myself; they are a remarkable and resilient people. It is beholden on all of us as...

Seanad: Election of Leas-Chathaoirleach (18 Sep 2020)

Victor Boyhan: We are fortunate to have two capable and qualified candidates for the post. I am the leader of the Independent group and I will share with the House a discussion we had. Some of us chatted the other day when there was talk or speculation of three candidates from Fine Gael. A number of us suggested that if Fine Gael did not propose Senator Joe O'Reilly then we would propose him. I shared...

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Second Stage (23 Sep 2020)

Victor Boyhan: I welcome the Minister of State. It is a special day for her for a range of reasons. She is the Minister of State, and as someone said earlier, very few Senators become Ministers. She is also a Green Minister of State. That is very significant and will be a central part of my contribution. I will begin by thanking a few people. I thank the Library and Research team, which has had great...

Seanad: An tOrd Gnó - Order of Business (25 Sep 2020)

Victor Boyhan: First, I welcome Senator Chambers to the position of Deputy Leader. I do not envy her. I see she is taking copious notes but I do not think she will have sufficient time to reply fully to all the issues raised. I welcome her to her position. It is an onerous and responsible position in the House and I wish her well with it. I wish to echo the comments of Senator Higgins. What a fine...

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Committee and Remaining Stages (25 Sep 2020)

Victor Boyhan: I wish to clarify that I am speaking on amendment No. 2, which is grouped with this amendment. I also seconded this amendment, just to remind the Leas-Chathaoirleach. It would be good to get this process and the speaking order right from the beginning. Senators who propose and second amendments are supposed to speak first and second. I remind the Chair that he had indicated that-----

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Committee and Remaining Stages (25 Sep 2020)

Victor Boyhan: No, I would not suggest that at all of the Leas-Chathaoirleach. One of the reasons I voted for him is that I have much confidence in him.

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Committee and Remaining Stages (25 Sep 2020)

Victor Boyhan: I welcome the Minister of State and I acknowledge that it is not an easy time to be in that role. It is certainly not an easy time to be a Minister of State from the Green Party in this portfolio and I acknowledge that as well. I know the difficulties and also something of the tensions involving environmentalists and environmental activism. Many of such activists joined the Green Party and...

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Committee and Remaining Stages (25 Sep 2020)

Victor Boyhan: -----I cannot sit here in the Parliament and hear a Senator suggest untruths. It is a very serious allegation to make.

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Committee and Remaining Stages (25 Sep 2020)

Victor Boyhan: I am not stating that the allegation was aimed at any of my colleagues on any side of the House. I wish for it to be withdrawn.Otherwise we will have to seek a remedy. We have the Official Report and the recordings. It does not sit well to suggest, and if the Senator is going to make an allegation, she should substantiate it. Otherwise, withdraw it.
