Leaders' Questions. (29 Jun 2005)

Pat Rabbitte: When the Taoiseach reads the Dáil debates at night I would ask him to focus on some of the language that he uses because language ceases to have any meaning when he issues a reply like the one we have just heard. The fact of the matter is that the then Minister, Deputy O'Donoghue, claimed throughout 2001 that he had the Carty report. As time is limited, I will furnish one quotation. On 23...

Social Partnership Agreement. (29 Jun 2005)

Pat Rabbitte: Question 2: To ask the Taoiseach if he will report on the recent work of the National Implementation Body; and if he will make a statement on the matter. [22234/05]

Social Partnership Agreement. (29 Jun 2005)

Pat Rabbitte: I refer to the Taoiseach's address to the congress in Belfast. Will he say something more about the new affordable homes partnership agency? Is it in place? If not, when will it be put in place? Of how many people will the agency comprise? Mr. Des Geraghty has agreed to act as chairman. What other kinds of people will be on the agency? Will the powers be vested in them to gift lands to...

Social Partnership Agreement. (29 Jun 2005)

Pat Rabbitte: I thank the Taoiseach for his reply. I would appreciate getting the information he promised to allow me to examine the matter in more detail. To help me understand the concept, does the Taoiseach have a figure on file for the value of the Harcourt Street site? I understand he indicated that the agency is charged with delivery of the entire 10,000 units and that, whereas other sites in the...

Social Partnership Agreement. (29 Jun 2005)

Pat Rabbitte: Are the 190 units in south Dublin almost complete?

Order of Business. (29 Jun 2005)

Pat Rabbitte: It is not agreed. This schedule brings to 17 the number of items guillotined or taken without debate, which is hard to justify. We are providing for a late sitting despite the House deciding to rise as early as 1 July. Can I remind the Ceann Comhairle that this is the fourth revised schedule of business this week? The Government now proposes on Friday to introduce a Bill and take all Stages....

Order of Business. (29 Jun 2005)

Pat Rabbitte: I am not sure what the Taoiseach means by that last remark. It has often been made by some of his Ministers as well. Is he suggesting that we put those Bills through on the nod? Many pieces of legislation that have gone through this House have got inadequate time and scrutiny. The Taoiseach knows that. He has Ministers who would like to dispense with Parliament, make law in their offices and...

Order of Business. (29 Jun 2005)

Pat Rabbitte: The Minister for Justice, Equality and Law Reform, Deputy McDowell, is probably giving another briefing at this moment. As far as Ministers like him are concerned, the Dáil is an irritant. Now I hear the Taoiseach wishes to make an assault on one of the few elements of parliamentary accountability, which is Leaders' Questions. He will try to neuter it before the next parliamentary session....

Written Answers — Cabinet Meetings: Cabinet Meetings (29 Jun 2005)

Pat Rabbitte: Question 7: To ask the Taoiseach if he has plans for future meetings of the Cabinet outside of Dublin; and if he will make a statement on the matter. [22235/05]

Written Answers — Irish Language: Irish Language (29 Jun 2005)

Pat Rabbitte: Question 38: To ask the Minister for Community, Rural and Gaeltacht Affairs if any progress has been made on the development of a 20 year strategic plan for the Irish language; his plans to promote the use of the Irish language over the next year; and if he will make a statement on the matter. [22587/05]

Requests to move Adjournment of Dáil under Standing Order 31. (30 Jun 2005)

Pat Rabbitte: A Cheann Comhairle, are there any circumstances in which you would concede to a request to move the adjournment under Standing Order 31? The matter in question can be revisited by Shell waiving its rights under the order and negotiating a simple resolution. The Tánaiste should concede a few minutes during the day for Members to record the above as the wishes of Dáil Éireann.

Order of Business. (30 Jun 2005)

Pat Rabbitte: Maybe we could put the ducks that are in trouble into the aquatic centre.

Order of Business. (30 Jun 2005)

Pat Rabbitte: According to the Minister of State, Deputy Brian Lenihan, everything was hunky dory.

Order of Business. (30 Jun 2005)

Pat Rabbitte: The Tánaiste undertook on 15 June to have the line Minister furnish me with the legal advice on the——

Order of Business. (30 Jun 2005)

Pat Rabbitte: I gather the information is on the way.

Order of Business. (30 Jun 2005)

Pat Rabbitte: I am waiting for the Minister to brief the Tánaiste. I know he does not read complex advice but all he has to do is transfer it to me. He does not have to read it. All he has to read is notes that say he should not forget his photo shoot at 12 noon. Reading complex briefs are not expected in that Department. The Tánaiste is aware that there has been much goodwill towards her in her...

Order of Business. (30 Jun 2005)

Pat Rabbitte: What is the position of Government on the Hanly report?

Order of Business. (30 Jun 2005)

Pat Rabbitte: For the past three years, different Ministers and the Taoiseach have answered questions on the whistleblowers Bill on the basis that the law officer had advised that it was better to import it sectorally into various legislation. The Tánaiste undertook to furnish me with that advice. She now tells me there was never any such advice and that officials had advised her. This confirms my view of...

Order of Business. (30 Jun 2005)

Pat Rabbitte: The Ceann Comhairle has a very cavalier approach to the second most senior member of Government coming into the House and saying that advices that have been given——

Order of Business. (30 Jun 2005)

Pat Rabbitte: I am not talking about the Tánaiste in particular. Advices we have been given over three years on major legislation that has entered the public domain recently in terms of nursing homes, the Garda Síochána and other areas of Irish life were entirely contrary to the truth, yet the Ceann Comhairle grimaces at me and states he wants to move on.
