Seanad: An tOrd Gnó - Order of Business (26 Nov 2020)

Jerry Buttimer: I will conclude by saying there is a real need for the DPP, Revenue and the Garda to explain and not to hide behind saying they do not comment on individual cases. How can a person, for 20 years plus, go unchecked by the organs of the State? I am only an ordinary person, but I can imagine how those people feel and the impact it has had on their lives.

Seanad: An tOrd Gnó - Order of Business (18 May 2021)

Jerry Buttimer: ...-Covid world. I do so in the context of Cork city, which is becoming a no-go area for many people. People are feeling threatened and worried in the city centre by gangs of youths. I appeal to An Garda Síochána and Cork City Council to not allow a city to become the site of a summer of discontent.

Seanad: An tOrd Gnó - Order of Business (1 Feb 2024)

Jerry Buttimer: I thank Senator Craughwell. I want to join with him in wishing Antoinette Cunningham every success in the next chapter of her life. She was a very strong advocate for members of An Garda Síochána, and those of us who met her and engaged with her always found her to be a person of conviction and also a person of huge courtesy. As Cathaoirleach of the Seanad, I wish her well.

Seanad: Order of Business (12 Dec 2017)

Jerry Buttimer: It is harder to get me from this side. The Senator is coming closer to me. I genuinely wish him well. Senator Murnane O'Connor sometimes gives me cause to wonder. Garda strength and deployment are operational matters for the Commissioner and the force. If I told her that ten gardaí would be deployed to Leighlinbridge, she would give out to me for getting involved, but I assure her...

Seanad: Criminal Justice (Surveillance) Bill 2009: Second Stage (30 Jun 2009)

Jerry Buttimer: ...for one in five cigarettes consumed. This comes from illegal activity and represents €387 million of revenue lost to gangland and criminal activity. Any effort that can be made to allow the Garda, or whatever organ of security or defence we want to use, to prevent drug use and sale, gangland crime and illegal activities must be supported. It comes down to addressing resources and...

Joint Oireachtas Committee on Transport, Tourism and Sport: Travelling in a Woman's Shoes Report: Discussion (9 Mar 2022)

Jerry Buttimer: ...Waterford, I am looking for another debate on a different day on whether there is a need for dedicated public transport security, as opposed to what we have currently, which is hit or miss with the Garda and Iarnród Éireann. Should we look at a different type of resourcing model and policing model? That may be a question for another day.

Seanad: Order of Business (1 Dec 2010)

Jerry Buttimer: ...is important that we have a debate on the activities of dissident terrorists who are a threat to every single person in the country. I want to express my gratitude to the members of the Army and Garda who last night defended our State.

Written Answers — Public Transport: Public Transport (11 Jan 2012)

Jerry Buttimer: ...and Sport the bodies that have access to information regarding journeys of persons using the Leap card; the length of time such information is retained; if this information is available to the gardaí or security forces without the necessity of obtaining a warrant; if personal information obtained from persons using the Leap card is used and sold for commercial purposes; and if he will...

Seanad: Order of Business (12 Mar 2009)

Jerry Buttimer: Any signal from the House to the effect that we condone assaults on gardaí should stop. We should protect gardaí and the full rigour of the law should be applied to anyone who intimidates or assaults them. In the context of Senator John Paul Phelan's remarks on Oireachtas reform and in light of the forthcoming budget on 7 April, I ask the Leader to arrange for the House to sit on Wednesday...

Seanad: Order of Business (10 May 2017)

Jerry Buttimer: It is important that all of us have confidence in An Garda Síochána and in the Commissioner. All of us are concerned about, and frustrated by, the recent developments and the ongoing issues but it is important that we allow change, whether it is structural or cultural, to happen in the force. That is why the Minister for Justice and Equality has not been slow in bringing about...

Seanad: Order of Business (12 Dec 2017)

Jerry Buttimer: ...the process of recruiting officers. The Senator may recall that a Fianna Fáil-led Government closed the training college and placed an embargo on recruitment. However, it is important to have gardaí on the beat and it is equally critical that the operations of the Department of Justice and Equality and the Garda be separated. I am happy to accept Senator Swanick's amendment.

Seanad: Order of Business (28 Nov 2017)

Jerry Buttimer: ...game of political opportunism, in which they have been engaging for the past month, I am very happy to do that. I will not even get into the party's new found respect for whistleblowers and members of An Garda Síochána. If they want to engage in that pursuit, we can do that.

Written Answers — Department of Justice and Equality: Public Sector Staff Sick Leave (14 Jul 2015)

Jerry Buttimer: 464. To ask the Minister for Justice and Equality regarding the implementation of new public service sick leave arrangements in An Garda Síochána in 2014, the amount of money saved as a result of these measures; if the lost time rate was reduced as a result; if there has been a reduction in the average days lost per whole-time equivalent employee; the expected savings in terms of...

Seanad: Order of Business (30 Jun 2016)

Jerry Buttimer: ...referred to public liability insurance. I am happy for the Minister to come before the House to discuss that matter. Senator Leyden raised the Financial Emergency Measures in the Public Interest, FEMPI, Act, in the context of the Garda. That legislation was introduced by the Government of which he was a member as a blunt instrument which penalised public servants. There is no arrogance...

Seanad: Order of Business (8 Jul 2008)

Jerry Buttimer: ...on the role of social workers and the provision of out-of-hours coverage at weekends. Life does not end at 4 p.m. on Friday only to restart at 9 a.m. on Monday. I commend the Association of Garda Sergeants and Inspectors on raising the issue today. Answers are required from the Deputy Leader and the Government on the reason no out-of-hours coverage is available at weekends. This is...

Written Answers — Department of Justice and Equality: Firearms Licences (24 Mar 2015)

Jerry Buttimer: 460. To ask the Minister for Justice and Equality when she will receive a report on the submissions relating to a joint report by her Department and a working group in An Garda Síochána that is reviewing firearms licensing; if consideration will be given to the views and submissions of all stakeholders, including groups representing those who use firearms for sporting purposes...

Seanad: Order of Business (29 Nov 2017)

Jerry Buttimer: ...political gamesmanship, which we do. A process been established called a tribunal of inquiry. Everybody I know in politics, at least on this side of the House, wants the tribunal on the case of Garda McCabe to reach its full conclusion and his good name to be upheld. The job of the tribunal is to find the full truth and establish the facts. If there is to be accountability, political...

Seanad: An tOrd Gnó - Order of Business (27 Feb 2019)

Jerry Buttimer: ...care taken by motorists in difficult weather conditions and how common sense should dictate that they switch on their lights. I concur completely with him on the movement to change the name of "An Garda Síochána" and the word "Garda", on vehicles in particular. I was not aware of it, but I support him 100%. An Garda Síochána is what the force is called and it should...

Allegations in relation to An Garda Síochána: Statements (Resumed) (26 Feb 2014)

Jerry Buttimer: ...and Law Reform during that period. Deputy Martin replied that he was. In the light of the Minister's statement this morning, can he provide the House with full details of the correspondence between Garda McCabe, the former Minister, Dermot Ahern, and Mr.Kelly? The families require answers and they deserve the truth.

Seanad: Order of Business (30 May 2018)

Jerry Buttimer: I give a commitment on that. Senators Daly, Richmond and Feighan mentioned An Garda Síochána. It is important we support members of An Garda and front-line emergency workers, including those of the fire brigade and ambulance service, when it comes to stress. We can have a debate on that with the appropriate Minister. Senator Lawless raised the outcome of the referendum. I join...
