Catherine Connolly: I accept all of that. Most of the 550 people are in the Department of Culture, Heritage and the Gaeltacht or other areas specifically associated with Irish. The question is unfair, in a sense, given that the report has just been published but it would be remiss of me not to mention it. Is the figure of 3% not a huge problem?
