Noel Rock: Having a sinking fund in a quasi-permanent state of crisis is always going to lead to a heightened level of anxiety for everybody. If they are being cleared out to deal with these defects and start from zero again, more routine matters will arise such as leaks, etc.

We need a cohesive, holistic solution to this.
