Written Answers — Public Transport: Public Transport (2 Nov 2006)

Tommy Broughan: Question 10: To ask the Minister for Transport the progress in expanding Dublin's quality bus corridor network; and the extra capacity that can be expected in the next 12 months by QBC route. [35770/06]

Written Answers — Road Safety: Road Safety (2 Nov 2006)

Tommy Broughan: Question 95: To ask the Minister for Transport the progress made on the consideration of the use of non-transparent windows in vehicles; and when he expects to announce regulatory change in respect of such windows. [35758/06]

Requests to move Adjournment of Dáil under Standing Order 31 (7 Nov 2006)

Tommy Broughan: I seek the adjournment of the Dáil under Standing Order 31 to raise a matter of national importance, namely, the critical need for the Minister for Communications, Marine and Natural Resources to respond positively to the recent proposal to establish a commission of inquiry to resolve the refinery impasse at Bellanaboy and all other related matters in view of the urgent necessity of...

Order of Business (7 Nov 2006)

Tommy Broughan: In the entertaining comedy turn given by the Minister for the Environment, Heritage and Local Government, Deputy Roche, at Citywest last weekend, he referred to major changes in the area of microgeneration. Given that the CER is carrying out a consultation process at present, will legislation be introduced on these changes before the general election?

Order of Business (7 Nov 2006)

Tommy Broughan: I was referring to a microgeneration Bill. My point is that no legislation will be brought. The Minister told us we would all have windmills and solar panels on our roofs.

Order of Business (7 Nov 2006)

Tommy Broughan: That will not happen before the next Government enters office.

Order of Business (7 Nov 2006)

Tommy Broughan: What about windmills?

Energy Resources: Motion. (7 Nov 2006)

Tommy Broughan: I wish to share time with Deputy Lynch.

Energy Resources: Motion. (7 Nov 2006)

Tommy Broughan: I commend Deputy Durkan and the Fine Gael Party for tabling this very important motion. Energy and energy price rises are probably the most important issues on the political agenda now and for the foreseeable future. Since 2000, householders and businesses have been hit with unprecedented increases in energy prices. Since then, there have been year-on-year price hikes of exceptional...

Energy Resources: Motion. (7 Nov 2006)

Tommy Broughan: IBEC called on the Government this morning to address the serious issues that are now facing the food and drink industry, which it described as one of the most important to the economy. I back this call but I am sorry Government action was not instigated before the recent devastating announcement by Cadbury Ireland that 450 jobs are to be lost over the coming years in Coolock, which is in my...

Energy Resources: Motion. (7 Nov 2006)

Tommy Broughan: I hope he will. The Irish Small and Medium Enterprises Association, ISME, has claimed the cost of electricity for SMEs has risen by 89% in the past five years. It also claimed energy costs are now the "number one enemy" for SMEs. ISME reported that the recently sanctioned 34% increase in the price of gas will result in an additional energy bill of €13,000 per annum and that a "typical SME...

Energy Resources: Motion. (7 Nov 2006)

Tommy Broughan: Who is responsible for energy price rises? I refer to the sky-rocketing prices of gas and electricity. The Minister of State, Deputy Browne, the Minister, Deputy Noel Dempsey, and the Taoiseach are responsible. The Fianna Fáil and Progressive Democrats Administration is totally responsible for the suffering that will ensue this winter.

Energy Resources: Motion. (7 Nov 2006)

Tommy Broughan: I urge the Minister to address this matter post haste and, in particular, to examine what can be done in the budget. He should consider the miserable fuel allowance of €14, the low number of fuel units that people are allowed in respect of electricity and the appalling response of the Government to those who need assistance with their fuel bills. It is not just low-income families who are...

Energy Resources: Motion. (7 Nov 2006)

Tommy Broughan: I believe that the people will hold Government Deputies and Ministers to account in this regard. It is clear that the current ministerial directives to CER urgently need to be reviewed.

Energy Resources: Motion. (7 Nov 2006)

Tommy Broughan: I support this aspect of Deputy Durkan's motion. I have tried to propose a number of key changes to the National Oil Reserves Agency Bill 2006, which we considered last week and which will come before the House again shortly, to try to ensure that the needs of consumers — small businesses and householders — are taken into account. I have tabled an amendment to propose that a key...

Energy Resources: Motion. (7 Nov 2006)

Tommy Broughan: Before I hand over to my colleague, Deputy Lynch, I have to say that the Government's performance on energy pricing has been a disaster. The Government, rather than the regulator, is responsible for this matter. It has been a disaster for business in this country. It is eroding our competitiveness. It has been a disaster for householders, in particular.

Energy Resources: Motion. (7 Nov 2006)

Tommy Broughan: It has been a disaster for the 20% of our citizens who are vulnerable. I refer to senior citizens, other vulnerable families and families on welfare. The Minister has to act by taking the necessary steps. Perhaps he should just support the motion.

Written Answers — Garda Disciplinary Proceedings: Garda Disciplinary Proceedings (7 Nov 2006)

Tommy Broughan: Question 137: To ask the Tánaiste and Minister for Justice, Equality and Law Reform the status of two members of the Garda who were acquitted of charges of perjury and forging of documents in the Dublin Circuit Court on 23 October 2006 as certain papers were deemed to be inadmissible; and if he will make a statement on the matter. [36243/06]

Written Answers — Weapons Amnesty: Weapons Amnesty (7 Nov 2006)

Tommy Broughan: Question 113: To ask the Tánaiste and Minister for Justice, Equality and Law Reform the number of firearms and knives surrendered under the recent amnesty by the closing date of 31 October 2006; if he is satisfied with the number of items surrendered; the steps taken to promote public knowledge of the amnesty; and if he will make a statement on the matter. [36244/06]

National Oil Reserves Agency Bill 2006: Report Stage (8 Nov 2006)

Tommy Broughan: On the amendment, I understand what the Minister is saying on the insertion of a reference to biofuels and why it could, in the context of this Bill, be detrimental to their development. The Minister missed the 2005 biofuels target completely.
