Pat O'Neill: I welcome Minister of State, Deputy Ann Phelan, to the House.

Seanad: Order of Business (2 Dec 2015)

Pat O'Neill: At some stage, we should have a debate on State bodies and the like. I was amazed, shocked and somewhat amused when, while listening to RTE's "Drivetime" on Monday evening and "Morning Ireland" yesterday, I heard the leader of the Green Party and someone from An Taisce giving their opinions on the climate change conference in Paris. There is a great responsibility on the Taoiseach and the...

Seanad: Harbours Bill 2015: Committee Stage (16 Dec 2015)

Pat O'Neill: On Second Stage I outlined that section 9 was one section on which I needed more clarification.Section 9 deals with the right of the local authority on the advice of the CEO to sell up to 49% of the shareholding of a port or harbour away. Who values these shares and at what valuation will they be set out? What rights do the shares give shareholders of the 49% in relation to lands and rights...

Seanad: Harbours Bill 2015: Committee Stage (16 Dec 2015)

Pat O'Neill: I understand what the Minister is saying because the local authority and the Minister would still control 51% of the shares. If I held some or all of the other 49%, would I have the right to sell them to a third party, or would I require the Minister's consent to do so?

Seanad: Harbours Bill 2015: Committee Stage (16 Dec 2015)

Pat O'Neill: I understand the local authority and the Minister will control 51% of the shareholding, but if I was a person who held some of the 49% of the rest of the shares as a private citizen, would I have the right to sell them to a third party without the Minister's consent or that of the local authority?
