- Other Questions: School Transport Provision (14 Dec 2016)
Jan O'Sullivan: Earlier Deputy Rabbitte raised the issue of children who live in homeless accommodation. My question relates to that but is specific to pillar 1 of Rebuilding Ireland where a number of measures are actioned and it describes the owners of the actions. Tusla and the Department of Children and Youth Affairs are included as owners in these three actions, including around transportation to...
- Other Questions: School Transport Provision (14 Dec 2016)
Jan O'Sullivan: While I welcome the Leap cards for family outings, it is disappointing that the transport to school has not yet been actually arranged. From the timeframe given to us by the Minister, Deputy Coveney, the cards should have been available by now. Clearly, children must go to school so it is particularly urgent. Perhaps the Minister could explain some of the reasons that it has not happened...
- Other Questions: School Transport Provision (14 Dec 2016)
Jan O'Sullivan: Will the Minister indicate if the pilot scheme, to be rolled out after the four weeks, is for all the children or is it just for a group of the children? We have school transport for children in rural areas so I do not understand why it is such a difficulty to get this scheme put in place. Presumably we know who the children are and where they go to school.
- Other Questions: Child Detention Centres (14 Dec 2016)
Jan O'Sullivan: 35. To ask the Minister for Children and Youth Affairs if progress has been made in addressing the problems at the Oberstown centre; the involvement she and her Department have had in seeking to resolve them; and if she will make a statement on the matter. [39941/16]
- Other Questions: Child Detention Centres (14 Dec 2016)
Jan O'Sullivan: I and the other two members of the Joint Committee on Children and Youth Affairs, who are in the Chamber, visited Oberstown. I know the Minister is well aware of the difficulties there and we all want to see progress on this. There seems to be some threat of further industrial action. Will the Minister clarify what is happening?
- Other Questions: Child Detention Centres (14 Dec 2016)
Jan O'Sullivan: I thank the Minister for her response and I welcome it. She has visited Oberstown a number of times and I and my two colleagues have visited it as well. There is deep concern about the situation there. We would all agree that the school is running well. There has been a positive experience there from what we saw when we visited it. However, there seems to be a difficulty around...
- Other Questions: Child Detention Centres (14 Dec 2016)
Jan O'Sullivan: The Minister has given us a good deal of information but the real concern is if there is a strike, serious issues arise about the safety of the young people and how they will be looked after. I do not know if there is a plan or if the Minister has genuine hope that this process will address the issues. I agree with Deputy Ó Laoghaire that some of them are quite practical in terms of...
- Other Questions: Domestic Violence Policy (14 Dec 2016)
Jan O'Sullivan: 37. To ask the Minister for Children and Youth Affairs if she has had discussions with the Minister for Justice and Equality on the drafting of the domestic violence Bill, which is due to be published soon, to address the dangers to children of domestic violence and the way in which they might be protected through this legislation; and if she will make a statement on the matter. [39975/16]
- Other Questions: Domestic Violence Policy (14 Dec 2016)
Jan O'Sullivan: This question relates to the proposed domestic violence Bill and how it will address the dangers to children in such cases. The concern is that the drafting of this legislation should proceed as quickly as possible.
- Other Questions: Domestic Violence Policy (14 Dec 2016)
Jan O'Sullivan: I also commend Barnardos on the work it has done in this area. Unfortunately, in cases of domestic violence, the child often witnesses, even experiences, horrific situations with the very people the child loves and expects to be loved by. The damage to a child in such cases can be serious. We all want to see the legislation introduced as soon as possible. The Minister said she expects...
- Other Questions: Domestic Violence Policy (14 Dec 2016)
Jan O'Sullivan: We want to see the Bill published and enacted as soon as possible because of the vulnerability of children in this situation.
- Written Answers — Department of Children and Youth Affairs: Child Care Services Staff (14 Dec 2016)
Jan O'Sullivan: 247. To ask the Minister for Children and Youth Affairs if, having launched the report Doing the Sums: the Real Cost of Providing Childcare in Ireland, compiled by Early Childhood Ireland, she plans to address low pay and poor conditions in the sector that make it very difficult to retain the highly qualified and motivated persons that work with young children to provide quality care; and if...
- Business of Dáil (15 Dec 2016)
Jan O'Sullivan: As a housing spokesperson, I came in here today ready to debate the Bill as did other spokespersons. We have tabled amendments and, as we speak, people are worried that their rent is going to increase. We were elected to do a job in here, to deal with legislation, and we are prepared to do it. Two parties in this Dáil, however, have had discussions and talks and now Fianna Fáil...
- Business of Dáil (15 Dec 2016)
Jan O'Sullivan: Fianna Fáil is looking for more time, and it has proposed that we take more time. That in effect is putting it back to those two parties again.
- Business of Dáil (15 Dec 2016)
Jan O'Sullivan: The rest of us are democratically elected. We want to deal with this issue. We are here to represent the people. There are people out there who are worried right now that they are going to lose their homes. We should deal with this legislation now, as agreed and as tabled by the Business Committee.
- Questions on Proposed Legislation (15 Dec 2016)
Jan O'Sullivan: The Deputies should turn off their ties because they might interfere with Santa's flight path. The Tánaiste has been working very hard on the legislation to implement the UN Convention on the Rights of Persons with Disabilities and had hoped to have it done for the end of the year. There is consultation with other Departments but will the Tánaiste give us some timeframe because...
- Planning and Development (Housing) and Residential Tenancies Bill 2016: Report Stage (15 Dec 2016)
Jan O'Sullivan: I refer to the final part of the Minister's contribution. I presume this is an aspect of what was hammered out during the day in terms of the delays that have been experienced. The Minister said he would look at other areas outside the four Dublin local authorities and Cork city fairly quickly and that this will include the commuter areas around Dublin and the cities of Waterford, Limerick...
- Planning and Development (Housing) and Residential Tenancies Bill 2016: Report Stage (15 Dec 2016)
Jan O'Sullivan: I understand that is what the Minister has said but that is not the message that is going out.
- Planning and Development (Housing) and Residential Tenancies Bill 2016: Report Stage (15 Dec 2016)
Jan O'Sullivan: That is why I am concerned that tenants will be given false hope. We tried to get some data on the criteria that have been set. I am not sure whether the criteria will remain the same. The RTB keeps quarterly rent price data on 446 areas of the country. One can check, using that data, which areas fulfil the year-on-year price increase for four of the last six quarters as well as checking...
- Planning and Development (Housing) and Residential Tenancies Bill 2016: Report Stage (15 Dec 2016)
Jan O'Sullivan: The Government amendment we are debating gives us some clarity as to the first year but the point Members have been making is that we do not know what is going to happen for the next two years. This is making it up as we go along, quite frankly.
