Joint Oireachtas Committee on Agriculture, Food and the Marine: Eradication of TB: Discussion (13 Dec 2023)

Joe Flaherty: It is not just for the vaccine but for everything involved. It is still €300 per badger though.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Eradication of TB: Discussion (13 Dec 2023)

Joe Flaherty: What is the life expectancy of a badger?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Eradication of TB: Discussion (13 Dec 2023)

Joe Flaherty: At the moment, we are vaccinating about a quarter of the population. Is that where we are at, typically?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Eradication of TB: Discussion (13 Dec 2023)

Joe Flaherty: If the lifespan of a badger is four to five years, is it the case that there is never going to be an effective vaccination programme because we are never going to catch up with them?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Eradication of TB: Discussion (13 Dec 2023)

Joe Flaherty: It is going to weigh in with each generation.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Eradication of TB: Discussion (13 Dec 2023)

Joe Flaherty: That is what I mean. We are going to vaccinate badgers this year but the reality is that within four to five years, those animals will be gone.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Eradication of TB: Discussion (13 Dec 2023)

Joe Flaherty: Okay. We had the ICBF before the committee earlier. There is a bit of disquiet concerning the emphasis it has in its new indexes in respect of TB. Is it possible to breed TB out of cattle?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Eradication of TB: Discussion (13 Dec 2023)

Joe Flaherty: Yes. It would be sorted.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Eradication of TB: Discussion (13 Dec 2023)

Joe Flaherty: On a scale from one to ten, where would Dr. Barrett say the progeny errors rank? Obviously, we have aspects to consider such as the deer, the badgers, better herd management and all those things. About six or seven key points were mentioned in this regard. If Dr. Barrett were to rank these items from one to ten, how important would the progeny factor be?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Eradication of TB: Discussion (13 Dec 2023)

Joe Flaherty: Yes.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Eradication of TB: Discussion (13 Dec 2023)

Joe Flaherty: Regarding where we are with TB, we have probably had a marginal increase in recent years. A case could be made that this is as good as it is ever going to be. At the same time, we have huge sympathy for farmers who have their herds closed down. Is it not to the detriment of the dairy and beef industries to prioritise the genetics of TB over the genetics of better stock?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Eradication of TB: Discussion (13 Dec 2023)

Joe Flaherty: I value the opinion of a vet more than a geneticist.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Eradication of TB: Discussion (13 Dec 2023)

Joe Flaherty: Well Dr. Barrett did very well. I thank him.

An Bille um an Naoú Leasú is Tríocha ar an mBunreacht (An Teaghlach), 2023: An Dara Céim - Thirty-ninth Amendment of the Constitution (The Family) Bill 2023: Second Stage (14 Dec 2023)

Joe Flaherty: I support the Bill, the purpose of which is to amend Article 41.1.1°. The later Bill, which I also support, will delete Article 41.2 and replace it with a new Article 42B. The Citizens' Assembly on Gender Equality published its final report in June 2021. It made a total of 45 recommendations across a range of topics. Arising from these deliberations, the Government has proposed...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)

Joe Flaherty: I thank the representatives of the IFA, particularly Mr. Gorman, for coming in. It is good to have him here and I look forward to his term of office. He has hit the ground running and I am sure he will make a great impact and will be a great representative for the farming community. Much of what I was going to ask has been touched on. Our guests have clarified that 21 farmers are...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)

Joe Flaherty: Ms O'Sullivan cited some examples of the global situation. What has been the impact? I know it is doomsday for the farmers. What has happened to farmers in the Czech Republic?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)

Joe Flaherty: I am sure the IFA can appreciate that to ask for a ban, albeit temporary, on the importation of any product is fairly draconian and unprecedented at a committee in these Houses. What level of engagement has the IFA had with its Scottish farmer organisation counterparts? Specifically referencing what the Department has said, basically it is reassured that "As long as Scottish authorities are...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)

Joe Flaherty: Has Ms O'Sullivan spoken to the Scottish organisations on this?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)

Joe Flaherty: Specifically on the point made by the Department in relation to the safeguards that are in place in Scotland at the minute, the IFA has not checked the bona fides of that by contacting Scotland and talking to counterparts in the Forestry Commission there.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)

Joe Flaherty: When Mr. Fleming was in Scotland, did anyone say specifically say that they had an issue in Scotland with bark beetle, and that it is not working?
