Luke Flanagan: How much?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Standards of Service in Water Supply: Irish Water and CER (11 Feb 2014)
Luke Flanagan: That was specifically on the logo and nothing else.
- Recent Flooding: Statements (12 Feb 2014)
Luke Flanagan: I welcome the opportunity to talk about this. It is great to hear that a load of money will be spent, but there has to be a little bit of accountability as to how this money is spent. The Minister can throw figures out there, but if the money is wasted at the end of the day, that is not much use to anyone. I know of a situation in Athleague, County Roscommon, whereby a successful...
- Recent Flooding: Statements (12 Feb 2014)
Luke Flanagan: Environmentalism is a broad church. One does not need to be a fundamentalist to be an environmentalist. One must also listen to people. Supporting environmentalism does not mean keeping people cold in their homes. People need to be encouraged, whereas the Government is discouraging them. If a farmer's land is flooded in the middle of the summer as a result of action by the National Parks...
- Early Childhood Care and Education: Motion (Resumed) [Private Members] (12 Feb 2014)
Luke Flanagan: This is a debate about child care. One part of the child care debate that needs to be aired is the fact that there was a time in this country when one could stay at home and rear one's children. I do not mean that was done by a woman or a man but it was done by one of the parents or perhaps shared between them. When I was growing up my father, as a carpenter and as a man who brought home...
- Written Answers — Department of Justice and Equality: Garda Síochána Ombudsman Commission Issues (12 Feb 2014)
Luke Flanagan: 147. To ask the Minister for Justice and Equality if he will issue a clarification regarding the Garda Síochána Ombudsman Commission's non-compliance with its customer charter, specifically sections 1 to 4, inclusive, and 7 of that charter, which assures members of the public they will be provided with a prompt and comprehensive response to their communications (details supplied);...

- Joint Oireachtas Committee on Public Service Oversight and Petitions: Security and Protocol Issues: Garda Síochána Ombudsman Commission (12 Feb 2014)
Luke Flanagan: I thank the witnesses for coming here today. What percentage of GSOC is made up of former members of the Garda Síochána?
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Security and Protocol Issues: Garda Síochána Ombudsman Commission (12 Feb 2014)
Luke Flanagan: A question was asked earlier as to whether there is any expertise within the organisation on covert surveillance. With one third of the staff being former members of the Garda Síochána, would it not be amazing if none of them had any past experience in surveillance? Is it one third or two thirds of the staff who are former gardaí?
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Security and Protocol Issues: Garda Síochána Ombudsman Commission (12 Feb 2014)
Luke Flanagan: Has the ombudsman commission inquired as to whether any of the staff have expertise in surveillance? If one is trying to find the root of the problem these are questions which would obviously be asked. They are questions I would definitely think of asking.
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Security and Protocol Issues: Garda Síochána Ombudsman Commission (12 Feb 2014)
Luke Flanagan: So within the organisation are people with knowledge of this type of surveillance. From what I know it seems to be common knowledge there is a history of leaking to the press by members of the Garda Síochána. I am proof of it. Does this not worry the ombudsman commission? One third of its staff are former members of the Garda Síochána. The members of the public to...
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Security and Protocol Issues: Garda Síochána Ombudsman Commission (12 Feb 2014)
Luke Flanagan: Did Mr. O'Brien state he has confidence in all members of staff?
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Security and Protocol Issues: Garda Síochána Ombudsman Commission (12 Feb 2014)
Luke Flanagan: That is an excellent comment.
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Security and Protocol Issues: Garda Síochána Ombudsman Commission (12 Feb 2014)
Luke Flanagan: Will GSOC respond to the four demands the Garda Commissioner made in his press statement on Monday? Will this correspondence be published? To provide background, the Taoiseach and the Minister stated yesterday that GSOC should give these answers at this committee hearing. This was obviously inappropriate of them as they cannot instruct GSOC to do anything. GSOC is not answerable to the...
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Security and Protocol Issues: Garda Síochána Ombudsman Commission (12 Feb 2014)
Luke Flanagan: I have questions on the issue. How can GSOC work when in public the Garda Commissioner orders it to do something? GSOC does not need to have a good, bad or indifferent relationship with the Commissioner.
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Security and Protocol Issues: Garda Síochána Ombudsman Commission (12 Feb 2014)
Luke Flanagan: There is the question coming out of this.
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Security and Protocol Issues: Garda Síochána Ombudsman Commission (12 Feb 2014)
Luke Flanagan: GSOC does not need to have a relationship with the Commissioner. Why does it need to have a relationship with someone it could potentially investigate and why is it having private conversations with someone it could potentially investigate? Public confidence is not helped by this.
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Security and Protocol Issues: Garda Síochána Ombudsman Commission (12 Feb 2014)
Luke Flanagan: I am happy with that.
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Security and Protocol Issues: Garda Síochána Ombudsman Commission (12 Feb 2014)
Luke Flanagan: With respect, seen by whom?
- ESB (Electronic Communications Networks) Bill 2013: Instruction to Committee (13 Feb 2014)
Luke Flanagan: I am curious about who exactly came up with the new name. Were consultants employed to create this new word? If so, how much did that cost? Would it not have been possible to come up with a name in the Irish language? There are many words that could have been used. In light of the future plans for Irish Water - the Minister has told us he does not intend to privatise it, but we all know...
